Seanad: Credit Institutions (Financial Support) Bill 2008: Committee Stage. (1 Oct 2008)

Paul Coghlan: Section 2 provides that the prudential supervision by the Financial Regulator of any credit institution will not be affected by the provisions of the Bill. The Minister touched on this in his response on Second Stage, and several speakers have referred to the issue. Will he consider strengthening, where necessary, the powers of the Financial Regulator? That has become somewhat necessary....

Seanad: Credit Institutions (Financial Support) Bill 2008: Committee Stage. (1 Oct 2008)

Paul Coghlan: Have the Governor and the Financial Regulator not told the Minister in their many contacts and chats that in the light of recent developments, the powers need some strengthening?

Seanad: Credit Institutions (Financial Support) Bill 2008: Committee Stage. (1 Oct 2008)

Paul Coghlan: It is a very important point and I discussed it privately with the Minister between Second Stage and Committee Stage. This institution, as I understand it, is wholly licensed and regulated in Ireland. Can we have the operations of any foreign institution which the Minister may have to deal with ring-fenced, as we would need the operations of our own banks abroad ring-fenced?

Seanad: Credit Institutions (Financial Support) Bill 2008: Committee Stage. (1 Oct 2008)

Paul Coghlan: In regard to that due diligence examination which the Minister deems desirable and necessary, where he finds a shortfall in regard to management, will he look for heads or proper people to conduct the risk assessment controls and so on?

Seanad: Credit Institutions (Financial Support) Bill 2008: Committee Stage. (1 Oct 2008)

Paul Coghlan: It is a Fine Gael amendment.

Seanad: Order of Business (2 Oct 2008)

Paul Coghlan: Senator O'Sullivan raised an important issue this morning with which I wholeheartedly concur. I wish to ask the Leader pointedly whether this is Government policy. As a conduit between this House and the Government, the Leader must keep Members informed and no doubt he intends to so do. He should answer that question because during my 11 years as a Member, this House has steadfastly stood...

Seanad: Order of Business (2 Oct 2008)

Paul Coghlan: I did ask a question of the Leader. As the representative of the Government in this House, I asked him to provide an answer to Members on the question. As for last night's proceedings, Members are aware it was only a beginning and await the details of the scheme the Minister will lay before the House, which he has promised for next week. The legislation dealt with last night was a framework...

Seanad: Order of Business (2 Oct 2008)

Paul Coghlan: I am aware of that and will not rehash it. I am ever-obedient and responsive to the Cathaoirleach's wishes. Senator O'Toole raised an important and allied matter in respect of directors' compliance statements. This matter also must be examined because shortcomings and failings arose and the Minister has admitted as much. This House should call for the strengthening of the Office of the...

Seanad: Order of Business (2 Oct 2008)

Paul Coghlan: He may have a different radar.

Seanad: Order of Business (2 Oct 2008)

Paul Coghlan: We will have to take a stand.

Seanad: Order of Business (7 Oct 2008)

Paul Coghlan: We are in a recession.

Seanad: Order of Business (7 Oct 2008)

Paul Coghlan: I second Senator Fitzgerald's proposal for a debate on unemployment, in the presence of the relevant Minister. When the Leader was cogitating over the weekend, perhaps while in his bath——

Seanad: Order of Business (7 Oct 2008)

Paul Coghlan: ——did he not consider, on mature reflection, that his assault on the media may have been somewhat over the top? I refer to his comments about RTE radio, in particular. The Leader's comments were unbalanced and unbecoming of him. Turning to more serious matters, I refer to the Credit Institutions (Financial Support) Act 2008. In view of the admission by the Minister for Finance, having...

Seanad: Order of Business (7 Oct 2008)

Paul Coghlan: Absolutely. Everybody in the Government parties should be glad that we in the Opposition almost unanimously agreed to the scheme, and that it will have to be brought before both Houses. Some of what is intended will be put into the scheme, but I would still like to know if amending legislation will be necessary. Can the Leader tell us when this House will debate the scheme? I understand...

Seanad: Order of Business (7 Oct 2008)

Paul Coghlan: We should insist that the Financial Regulator should publish data to back up his assertions. I assure the Cathaoirleach we will have much more to say about all this.

Seanad: Orders of Reference of Select Committee: Motion (7 Oct 2008)

Paul Coghlan: Can it be postponed until the morning? Why proceed with something that is possibly defective, when we can check it out overnight?

Seanad: Order of Business (8 Oct 2008)

Paul Coghlan: Hear, hear.

Seanad: Order of Business (8 Oct 2008)

Paul Coghlan: There is no guarantee.

Seanad: Order of Business (8 Oct 2008)

Paul Coghlan: I agree with Senator Fitzgerald's call for the Leader to make a statement on the regulations which are to be made under the Credit Institutions (Financial Support) Act 2008. The Leader and the other Members of the House did all we could to expedite the passage of the legislation in question last week. We all understood the urgency associated with it. We did what needed to be done. Time is...

Seanad: Order of Business (8 Oct 2008)

Paul Coghlan: Correct.
