Public Service Management (Recruitment and Appointments) (Amendment) Bill 2013: Second Stage (25 Sep 2013)

Clare Daly: I must inform Deputy Feighan that every citizen must be accountable for his or her actions and behaviour. Politicians must realise that the impact on their livelihoods of particular decisions often causes people to become upset and rightly so. Deputy Feighan states that he is not seeking people's thanks. If we seek re-election at the end of our terms of office and if our constituents see...

Other Questions: Irish Prison Service (25 Sep 2013)

Clare Daly: The Minister will agree that solitary confinement is incredibly damaging and difficult for prisoners and should be avoided at all costs. In that context, I propose to ask him about the case of Aidan Hulme, a prisoner in Portlaoise prison who has been placed in what is effectively solitary confinement as a result of issues related to his serious physical and mental ill health. As a result of...

Other Questions: Magdalen Laundries Report (25 Sep 2013)

Clare Daly: The attitude of the religious congregations is scandalous. Will the Minister indicate whether he has considered any legislative proposals which he could bring forward to compel funding from those organisations? What consideration has he given to that?

Fines (Payment and Recovery) Bill 2013: Second Stage (25 Sep 2013)

Clare Daly: The Bill is obviously being presented by the Minister as a positive measure and a progressive move. That viewpoint was accepted by the spokespeople for the main Opposition parties. If one can end up in jail for not paying a fine, an alternative that involves not being in jail can sound progressive. It is reprehensible that people should end up in jail for this. However, this move would be...

Private Members' Business - Cuts in Education: Motion (Resumed) [Private Members] (25 Sep 2013)

Clare Daly: Speaking on "Morning Ireland" earlier today, the general secretary of ASTI, Mr. Pat King, said, "Our intention is to protect education as far as we can. Our dispute is about the quality and disintegration of education." I salute the members of ASTI for rejecting the Haddington Road agreement and for making that stand. I absolutely and utterly disagree with the points made by the Taoiseach...

Written Answers — Department of Justice and Equality: National Traveller-Roma Integration Strategy (25 Sep 2013)

Clare Daly: 36. To ask the Minister for Justice and Equality further to an earlier Parliamentary Question and in view of the fact that there are no actions in the National Traveller/Roma Integration Strategy and no framework for evaluating progress, if he will agree to the immediate establishment of a steering group with Traveller and Roma representation, representatives from his Department and an...

Leaders' Questions (26 Sep 2013)

Clare Daly: The Minister is probably aware that yesterday there was a briefing in the House by the ESB group of unions. They represent 13,000 workers whose pension scheme is being unilaterally changed, from a defined benefit to a defined contribution scheme, along with serious funding problems whose cost is being transferred solely on to the shoulders of those workers. These people are about to join...

Leaders' Questions (26 Sep 2013)

Clare Daly: It would eliminate the contributory philosophy which puts value only on paid employment rather than on other kinds of contribution. The best thing is that it would not cost the Government anything but would save it money if it stood the present pension policy on its head and directed some of the massive tax concessions given to the wealthy into this scheme.
