Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Election of Temporary Chairman (25 Jun 2019)

James Reilly: I nominate Senator Humphreys.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: I thank our guests for their presentations. I would like to raise a couple of issues. Dr. McCarthy in addressing the issue raised by Senator Mac Lochlainn went some way towards addressing an issue I want to raise. Obviously, one size does not fit all. A workers co-operative is a very different entity to an agricultural co-operative or a retail co-operative. The point has been made that...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: It is clearly a disincentive to co-operatives versus the person setting up a business. We want to encourage both, so we should not be favouring one over the other. The Department officials will be before the committee in the next session so we will be asking them about that.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)

James Reilly: I have one comment that I meant to make earlier. I do not mean it to be seen as antagonistic to anybody. Obviously, co-operatives provide economy of scale, but the other point of a co-operative, particularly a workers' co-operative, is to have more worker participation in ownership. There is more than one issue driving this Bill.

Seanad: An tOrd Gnó - Order of Business (26 Jun 2019)

James Reilly: I support my colleague, Senator Conway, and remind people that the NCBI is in Buswell's. It does important work and needs our support. I support my colleague, Senator Paul Daly and reassure him that this does not just affect rural Ireland. Last Wednesday, I was in Malahide and the only available space for an electric car that I could find was occupied by a non-electric car. The same thing...

Seanad: Industrial Relations (Amendment) Bill 2018: Committee and Remaining Stages (26 Jun 2019)

James Reilly: I, too, commiserated with the Leas-Chathaoirleach privately but I would like to do so publicly as well, both on my behalf and on behalf of the Fine Gael Party. I commend the Minister of State on introducing the Bill. It is an important step forward in providing a mechanism for those who lay their lives on the line to keep the rest of us safe. It is important that they do not have to resort...

Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

James Reilly: I wish to raise a matter of local and national importance. Early this morning I attended a detailed briefing at Dublin Airport with the Dublin Airport Authority, DAA. Dublin Airport, as Senators will know, is a key national asset that employs approximately 20,000 people in over 100 companies. For each of the 20,000 jobs another nine jobs have been created indirectly. In total, there are...

Seanad: An tOrd Gnó - Order of Business (2 Jul 2019)

James Reilly: The airport is key to tourism and foreign direct investment in Ireland. Recently Fingal County Council approved four master plans and is working on a fifth master plan that will bring 23,000 high-quality jobs to Swords and Fingal. Fingal and Ireland need Dublin Airport to work efficiently and deal with the upward trend in traffic there and facilitate these new jobs with many international...

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

James Reilly: There may be a difficulty if the Minister has other commitments.

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

James Reilly: I am bemused by the Sinn Féin presentation today. On the one hand, Senator Mac Lochlainn espouses a great love for climate, yet his colleague and leader in the House, Senator Conway-Walsh, then gives out about special areas of protection and designations that protect our environment. That shows the confusion that pertains in this House and elsewhere when it comes to Sinn Féin policy.

Seanad: EU-Mercosur Trade Agreement: Statements (3 Jul 2019)

James Reilly: As the Minister has pointed out, we need to go through this deal in detail. There are many aspects of it, affecting many parts of our community, not just rural Ireland and the beef sector but other parts of the rural economy such as the dairy sector. Of course we should be concerned about our beef producers and should protect them. We need time to examine this deal to see how we can...

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: With respect, the Senator is well over his time.

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: I wish to raise a number of important issues in the short time I have. Do I have four minutes?

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: That is even less time than I had anticipated.

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: I welcome the Minister and thank him for his speech and the accompanying written text.I want to pick up on a few comments colleagues have made. Electric vehicles will become more affordable, not less affordable; that is the nature of all technology. The Government is doing the right thing in supporting people who buy them. As time goes by, the smaller city cars will become ever cheaper. I...

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: Nobody interrupted the Senator. The Minister has made it very clear that this process is flexible and can deliver, and from that delivery we can learn and from that learning we can refine and modify as time goes by; nothing stays stationary, as we know. Members referred to electric car technology and batteries. A lot of research is being done on graphene, which will allow batteries to have...

Seanad: Climate Action Plan: Statements (4 Jul 2019)

James Reilly: We, of course, have a shared interest in them because of their impact on the environment and we should listen to each other, but to suggest otherwise is not just disingenuous but plain wrong. Earlier, a Senator talked about educating young people on this. Younger people have taken this on board in a major way and there is great potential for an educational facility in Skerries. With its...

Seanad: Local Government Rates and Other Matters Bill 2018: Second Stage (9 Jul 2019)

James Reilly: I thank Senator Lawlor for allowing me this opportunity. I welcome the Minister of State and the Bill. As we all know, rates are essential. I will raise a number of issues if I may. A public crèche does not pay any rates whereas a private crèche does. In Fingal there is a very young population, great demand on crèche spaces, and not enough crèches. Parents struggle...

Seanad: An tOrd Gnó - Order of Business (11 Jul 2019)

James Reilly: I would like to be associated with the comments of others on the sad passing of Brendan Grace and Noel Whelan. Both men made a significant contribution to Irish life in very different ways. The issue I wish to raise today is one which would have been close to the heart of John Bailey, who also passed away recently. He was a councillor who was very much involved in watching housing...

Seanad: An tOrd Gnó - Order of Business (11 Jul 2019)

James Reilly: That was unnecessary.
