James Reilly: As I say, I will defend Fingal County Council's record and reputation and if it states that it is in a position to do this, it will do so in an exemplary fashion. Just as there is an appeal mechanism for planning decisions, there is an appeal mechanism in this Bill as well. Others have raised the issue of CAR and I know the Minister has a comprehensive note and he will deal with that.
