Denis Naughten: I have a couple of brief questions. I want to correct the record as regards the funding. In January 2018, under Project Ireland 2040, significant capital funding was set aside for retrofitting homes, with a target of 45,000 homes per annum. Of course, Covid caused a problem after that. I do not want the impression to be given that there was no funding commitment until recently. We had...

An tOrd Gnó - Order of Business (27 Feb 2024)

Denis Naughten: Next Thursday, 29 February, is international Rare Disease Day. It happens once every four years. Sadly, in Ireland we have one of the highest rates of rare disease in Europe. One in 17 of our population has a rare disease. The west and north-west of the country have the highest incidence of rare diseases in Ireland. Can I get a commitment from the Government that we will have a debate on...

Denis Naughten: I welcome the opportunity to speak on the patent referendum legislation before us. I listened to the Leas-Cheann Comhairle's comment when she came into the House initially and she is quite correct in that. I have a young man, Dara O'Sullivan, in the Public Gallery and I was trying to explain to him what a patent actually is. It is important that we do not take these issues for granted and...

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (Resumed) (21 Feb 2024)

Denis Naughten: That motivation to move is a particular problem. Ms Lennon would know at first hand in Kilmacormack, and I know at first hand in Ardkeenan, the difficulty of getting them to take that step further. It is one thing to try to get people to make this decision even when the grants are there and even the SEAI has highlighted this as being a problem.

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (Resumed) (21 Feb 2024)

Denis Naughten: I thank Mr. Mullins. Before I bring in Senator Murphy, I would like the witnesses to clarify one issue. Is it correct that the technical solution at the moment to do this remotely is not available off the shelf? Is there an opportunity here for the Government, working with the SEAI, to find the solution rather than waiting for a charity to provide it?

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (Resumed) (21 Feb 2024)

Denis Naughten: Before Mr. Boland responds to that, all Senator Murphy has to look at is the implementation by the electricity companies here in this country of an EU directive to pay people for the surplus electricity they generate in their own homes via microgeneration. It took more than 12 months for any of the operators to start paying it. To the best of my knowledge, not one of them backdated it to...
