Brian Hayes: There is a way forward. If there was some competition in the area, it would help greatly. We also need some transparency in the way this system works. There is little public confidence in it. I ask the Minister of State to give an assurance to publish the 2002 and 2003 reports rather than keeping them in the Department under lock and key.
