For example, there is a big space in Ballymun with the plaza and the Axis theatre. Paul McAuliffe: I know the Minister has inherited the legislation but I am saying there is an opportunity to do something we have not done before or in a long time. We could devolve more power to the local authorities and it is one thing we could do. I know it has been done in housing, for example, and we should do it more.
