- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)
Brian Stanley: I wish to ask Mr. Tierney about internal recruitment for senior executive staff of Uisce Éireann. I understand there is a substantial management team of senior executives. Apart from Mr. Tierney, who is a former city manager, are there former county or city managers among the ranks of the senior executives at Uisce Éireann?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)
Brian Stanley: I understand that. I am not asking Mr. Tierney about his. I am asking him a straight but direct question. Are there former city or county managers within the ranks of the senior executives of Uisce Éireann?

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)
Brian Stanley: Okay. On payments for contracts, when one hires consultants, there is a system of payment, whether electronic, cheque, draft or whatever. When Uisce Éireann has made payments to consultants to date, has it made payments to any third party on behalf of a consultant or to the bank account of a third party outside of this jurisdiction?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)
Brian Stanley: I am asking a very direct question. The company has obviously had to pay consultants and it has been paying out money. Has it paid money into the bank account of a third party outside the jurisdiction on behalf of consultants that have provided services?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)
Brian Stanley: I have a question on the Minister and the Department. The Minister is a shareholder. Under section 26, Part 4, of the legislation, has he advised the CEO at any point that he intends to give direction in writing to Irish Water on the performance of its functions under the Act and requiring it to comply with the policies of the Government? Has he ever sent such a circular?
- Leaders' Questions (15 Jan 2014)
Brian Stanley: That is the same €38 million as before.
- Private Members' Business - Irish Water: Motion [Private Members] (15 Jan 2014)
Brian Stanley: I was flabbergasted by Deputy Mulherin's contribution. She wanted to know what role local authorities will have. Local authorities will be like subbies - subcontractors - with service level agreements. It will fulfil them for 12 years and they can be reviewed every two years. They will have little or no say and will be reduced to the role of subbies. As for the guarantees in regard to...
- Irish Water: Motion (Resumed) [Private Members] (16 Jan 2014)
Brian Stanley: Yes.
- Recent Severe Storm Damage: Statements (16 Jan 2014)
Brian Stanley: I welcome the opportunity to speak on this important subject. I represent two counties, Laois and Offaly, that were not too badly affected in comparison with the west coast. I support what the previous speaker said about County Clare. In Galway, the Connemara coast was badly ravaged by storms which did huge damage to roads, houses and other property. I urge the Government to seek whatever...
- Recent Severe Storm Damage: Statements (16 Jan 2014)
Brian Stanley: People living in that lane will not find it funny. A previous Minister, Noel Dempsey, provided money to put in a new bridge there. However, there is a culvert underneath and some preventative maintenance would have alleviated the flooding. The Government needs to re-examine cutbacks, or what is called natural wastage, because outdoor staff numbers are dwindling. The Minister and I have...
- Recent Severe Storm Damage: Statements (16 Jan 2014)
Brian Stanley: It is true in the case of County Laois.
- Recent Severe Storm Damage: Statements (16 Jan 2014)
Brian Stanley: I have been told by the engineers that it is hard even to mobilise a crew, which is a bad situation to be in. The situation is so bad that if an overseer is absent on sick leave there is no overseer within the municipal district. This issue must be addressed. We must ensure that local authorities such as those in Laois and Offaly have sufficient staff to assist engineers and elected...

- Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Estimates for Public Services 2014
Vote 25 - Department of the Environment, Community and Local Government (Revised) (21 Jan 2014) Brian Stanley: We have been probing the issue of the establishment of Irish Water because of our concerns. Deputy Cowen said he received an apology. I have not received mine yet. I asked a number of questions throughout last year on costs, including the cost of outside expertise and consultants. Those questions were not answered. Any answers I did get were nonsense. The Ministers completely...
- Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Estimates for Public Services 2014
Vote 25 - Department of the Environment, Community and Local Government (Revised) (21 Jan 2014) Brian Stanley: I asked questions on the cost of consultants and the cost of establishing Irish Water. If I remember correctly, advertising on the local property tax stated revenue would be used for parks, libraries, lights and paths. I heard the Minister and Minister of State Deputy O'Dowd say this many times. It now turns out that the €550 million landed into the Local Government Fund and that...
- Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Estimates for Public Services 2014
Vote 25 - Department of the Environment, Community and Local Government (Revised) (21 Jan 2014) Brian Stanley: The Minister's officials referred to an annual saving of €1.1 billion over seven years. The Minister said it would be €2 billion, which points to a difference of €900 million. It is costing roughly €1.2 billion at present. Over seven years, this will amount to €8.4 billion. The Minister is saying he will save €2 billion. I asked him before how he...
