Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 6 - Financial Commitments under Public Private Partnerships
Chapter 18 - Salary Overpayments to Teachers
Vote 26 - Department of Education and Skills
(28 Feb 2013)

Paschal Donohoe: Not particularly. The context is that we had a hearing with the Department of Transport, Tourism and Sport several weeks ago and it made the point it is engaging with CIE on its accounts on a fortnightly basis, or perhaps more frequently, to understand the viability of the company and ensure it continues to be stable and do well in the future. Given this level of penetration I am struck by...

Paschal Donohoe: I am sure some of my colleagues will return to this point. I wish to touch on the issue of patronage at second level. The Educate Together movement was mentioned. Work is under way to try to identify a further second level school for Educate Together on the north side of Dublin. What is the Department's perspective of how this work is going?

Finance (Local Property Tax) (Amendment) Bill 2013: Second Stage (1 Mar 2013)

Paschal Donohoe: I wish to focus on a particular topic: the impact of this proposed tax on homes that have been flooded and homes that bear the risk of flooding in the future. There has been much focus on the issue of market valuation and the challenges it poses, particularly in urban areas. It is vital that the new system include future flood risk when assessing market valuations of properties. If one...

Joint Oireachtas Committee on European Union Affairs: Forthcoming General Affairs Council: Discussion with Minister for Foreign Affairs and Trade (5 Mar 2013)

Paschal Donohoe: I apologise for missing the first page of the Minister's contribution. I congratulate him on his work so far. I have three questions on the Presidency. The first concerns the situation in Syria, which I raised with him before. The bloodshed and carnage in the country is apocalyptic. The Tánaiste has made strong statements on this and I would appreciate an update on what, if...

Health Service Executive (Governance) Bill 2012 [Seanad]: Second Stage (Resumed) (6 Mar 2013)

Paschal Donohoe: Now that Deputy Finian McGrath has successfully made the link between the death of President Chávez and HSE corporate governance, I will also touch on the point. He is correct in saying our minds should be open to new ideas and things that work well in other countries. We should consider models that work well elsewhere to see if they are applicable to Ireland. The most dangerous...

(7 Mar 2013)

Paschal Donohoe: I welcome the officials this afternoon and thank them for coming along. I thank Mr. Moran and his staff for all the work they do. We operate for perfectly understandable reasons in an unsympathetic environment, given the vast difficulty the country is in and the challenges people face. I know that all public servants do their best in very difficult circumstances and that the Department of...

Paschal Donohoe: I will feed this back into the discussion we had on mortgages. Incidentally, figures have come out while we have been speaking and there has been an increase to 11.9%. Apparently this is a lower rate of increase than we have had in previous quarters. Earlier Mr. Moran offered the definition of a sustainable mortgage being a person's income versus the current market valuation of the...
