With regard to the IPAV, do we need to incentivise people, be it through a section 23 rural renewal scheme, to get building and get these mom-and-pop landlords back into the market?

Joe Flaherty: The single biggest fix for the rental market is to get mom-and-pop landlords in and the quickest way to do this is to financially incentivise them.
