Caoimhghín Ó Caoláin: I take it that an institution for the care and treatment of persons with a physical or mental disability includes care homes managed by the HSE and by other entities, including across the section 29 cohort. This is now a catch-all for all situations, which it was not previously. It is for reporting to the coroner only.
