Gerry Horkan: Is that compensation on top of the value-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: On legal action and the solicitors for which the Central Bank is paying, the banks are ultimately paying for legal people to go in and advocate on behalf of people. They will ensure that in a case where a client lost a house that was worth €400,000 when he or she lost it but which would cost €700,000 now, were the client to try to buy it back, that client would receive...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: That is the question I am asking because until now I did not know that.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: It is important that we acknowledge that. I was not aware that the system was as has been outlined today, and I am glad to hear that it is, but we still need to acknowledge the mental trauma and anguish, regardless of whatever monetary compensation is put in place, as it should be. We have discussed previously how people have committed suicide and lost family members and how many families...

Gerry Horkan: Does the Central Bank have the data?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: We are a finance committee. We all know that averages can hide as much as they show up. If one divides the €47 million first tranche of compensation by the 7,100 clients, it works out at around €6,000 each. Then it increases to about €18,000 each and the last batch seems to be about €22,000 each, but within that there are people who received €100 and...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: So what is left is bigger than what was paid out.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: I have one final brief question, it is a particular case that I was asked to raise. This person was with Bank of Scotland and was under a lot of pressure. The person left Bank of Scotland, sold the house and downsized to a much smaller house. That person does not know whether they were affected because they closed their account. To whom can that person go to ask that question?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: If this person wants to find out that they were or were not affected, who do they go?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: Bank of Scotland does not exist.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: I have one very brief question.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: I will be brief. Are there cut-off dates for people who got redress and compensation but who want to appeal it? Is there a window in this respect? I do not know if it was addressed but I apologise if it was.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: There is a finite period for appeal. It is 12 months. So 12 months from next March, or I hope around that time-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Central Bank of Ireland (18 Jan 2018)
Gerry Horkan: Will we know the full extent then? If it is only starting the appeals process, it could take a while.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: I thank Mr. Byrne for his opening statement and all of the delegates who have participated. I apologise for having to leave temporarily, but there was a vote in the Seanad. However, I was following the debate and a lot of the questions I might have asked have been dealt with. The delegates should indicate if the following question has been asked as I am not sure if it has. On the...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: That is the €1,000 plus the €615-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: What was the highest amount of redress? If the average is €146,000, some of them are at €70,000 or €80,000. What was the highest? Was it €500,000, €1.5 million-----
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: So €300,000 is the highest amount of redress that any customer got. Did that relate to a home that a customer lost?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: Is that a pure redress amount or is compensation included?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Allied Irish Banks (23 Jan 2018)
Gerry Horkan: The highest amount of compensation was not €300,000.
