Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: It has not happened here though-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: -----and that is a failing of the supermarket chains and everyone else regarding how they attempt it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: I ask Ms Robinson about the issue of the so-called wonky fruit and vegetables and the proposed charter. Where does it fit into the dynamic of trying to ensure that the 7% on production level can be addressed and that there can be a logical solution to this wonky fruit and vegetable issue?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: My worry is that with specifications they can-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: Does the Department of the Environment, Climate and Communications, the Department of Agriculture, Food and the Marine or the EPA have that conversation with the retailers about the charter to see if they can change specifications, particularly regarding the wonky vegetable issue?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Fruit and Vegetable Industry: Discussion (Resumed) (18 Oct 2023)

Tim Lombard: I want to refer back to the 8% to 10% greenhouse gases and how they have been calculated. Where would that figure fit in with other industries? A figure of 10% is huge. Compared to our beef or dairy industries where does that figure actually fit in? In other words, give us some correlation, so we have an idea about perspective. Transportation accounts for 40%. Where would the other...

Committee on Public Petitions: Decisions on Public Petitions Received (19 Oct 2023)

Tim Lombard: I thank the Chair for bringing clarity to the issue. It is important we hear from the petitioners. It is a significant petition of 26,000 signatures. It is the biggest we will ever get at this level of the committee. The topic was well aired by the previous speaker who has good knowledge of what is happening on the ground. We have seen the success of greenway projects throughout the...

Committee on Public Petitions: Decisions on Public Petitions Received (19 Oct 2023)

Tim Lombard: To tell the honest to God's truth, I am not that happy with the response from the Department. Under the nitrates regulation that has been proposed and the review of the nitrates action plan we will potentially go down from 250 kg/ha to 220 kg/ha in the red areas. That will effectively mean a reduction in the herd, which was not mentioned in the response. Those figures need to be clarified....

Committee on Public Petitions: Decisions on Public Petitions Received (19 Oct 2023)

Tim Lombard: As Vice Chair of that committee, I do not have an issue with that.

Seanad: An tOrd Gnó - Order of Business (25 Oct 2023)

Tim Lombard: I wish to raise the issue of the dairy industry and where we are at the moment regarding the nitrates derogation. The nitrates derogation was clarified in the past few months. The EPA published a map on 1 July which puts Ireland in two different zones regarding organic manure, one zone in 250 kg N/ha and one in 220 kg N/ha. The knock-on implication is that those in the 220 kg N/ha zone...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Schools Building Projects (26 Oct 2023)

Tim Lombard: I raise the issue of Summercove National School. The Minister of State is very much aware that Summercove is a school in Kinsale that needs a little extra attention to make sure it reaches its full potential regarding a new building. This is an issue on which Councillor Marie O'Sullivan and I have been working for a long time to make sure we could deliver this new building. There has been...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Schools Building Projects (26 Oct 2023)

Tim Lombard: I thank the Minister of State for his response. I acknowledge that there has been progress since I last put down the Commencement matter, which is helpful. It is a positive statement for the principal, the chair of the board of management and the 217 kids going to the school. We now need timelines. Perhaps the Minister of State could go back to the Department and give an indication of the...

Seanad: An tOrd Gnó - Order of Business (26 Oct 2023)

Tim Lombard: The weekend is approaching. We will have the bizarre scenario, which happens every year, when we will change the time. It is an issue that frustrates me on a continuous basis. We are going back to a law about changing the time that was passed in 1918. The world has moved on but we have not with regard to summer time. It beggars belief when we look at mental health issues and people...

Seanad: An tOrd Gnó - Order of Business (8 Nov 2023)

Tim Lombard: How will we deal with rural transportation going forward? There is a lack of taxis, in particular. People on a night out are unable to go home. Uber needs to be rolled out in Ireland. Medium and small rural towns have no taxi service at the weekend. People cannot go home so nights out are totally prohibited. Christmas trade will be affected again. The bus service in rural Ireland does...

Seanad: An tOrd Gnó - Order of Business (9 Nov 2023)

Tim Lombard: The Cathaoirleach is a favourite with the kids. I would like to raise an issue that the Cathaoirleach is very much aware of. I was talking to Councillor Marie O'Sullivan in Kinsale this morning about the issue of Desmond Castle in Kinsale. It is a unique structure that is a really important and significant part of our tourism trade in Kinsale. It has been closed since 2018. It is a part...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)

Tim Lombard: I welcome all the witnesses. It is great to have them here. I want to start with the Signpost programme that Professor O'Mara mentioned. There are 21 advisers working on that programme. So far, 7,000 farmers have been involved in it and Teagasc is hoping to reach up to 50,000. There are approximately 130,000 farmers in Ireland. How many advisers are required to reach the target of...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)

Tim Lombard: Teagasc is at 21 advisers at the moment. Does Professor O'Mara reckon that 50 advisers would be an appropriate figure?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)

Tim Lombard: It is true that the Signpost programme should involve all farmers, whether they are clients of Teagasc. In that sense, it is a totally different model to the client-based one that Teagasc generally uses. It is a unique model in that sense and it takes into consideration people who would use a private adviser as well. What level of advisers is required on the ground to deliver it, given the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)

Tim Lombard: I am sorry, but I must cut across Dr. Lalor and ask my next question. It is for the same team, and I presume Dr. Lalor will take it. The knowledge transfer programme was probably one of the most significant programmes that Teagasc rolled out in the past decade. It changed how Teagasc got information out to the farming community. I am seeking a few indications regarding it, though. How...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)

Tim Lombard: Dr. Lalor might forward the exact number in due course.
