- Written Answers — Draft Regulations: Draft Regulations (6 Feb 2007)
Éamon Ó Cuív: As I have previously indicated to this House, these regulations have been published and laid before each House of the Oireachtas in draft form. This was in order to give Deputies and Senators the opportunity to debate the draft regulations and to make suggestions for amendments, if they so wish, before I sign them. I indicated at the time of their publication that I would also welcome input...

Éamon Ó Cuív: The pay, terms and conditions of employment for staff employed by Pobal are a matter, in the first place, for the Board of Pobal. However, I understand that the rates of pay are such that all employees of Pobal are paid at levels above the minimum wage.

My Department has made available on its website details regarding consultancies (excepting those of a minor value, i.e. less than â¬5,000 excluding VAT) relating to the period since its establishment in June 2002 up to the end of December 2006. The relevant link, which will...
- Written Answers — National Development Plan: National Development Plan (7 Feb 2007)
Éamon Ó Cuív: The Deputy will be aware that the National Development Plan (NDP) 2000-2006 constituted a programme setting out the Government's broad strategic response to the State's economic and social development needs for the seven-year period in question, and that it did not set out specific project commitments. My Department was involved in four Operational Programmes under the NDP 2000-2006, as...

Éamon Ó Cuív: The Government is committed to a viable and sustainable post office network providing a range of services to meet customer needs as set out in the Programme for Government. The network is geared towards customer demand in both urban and rural locations and must be adaptable to changing circumstances and trends but the core objective of the Government continues to be the retention of access...

Éamon Ó Cuív: The CLÃR Programme is a targeted investment programme for rural areas that have suffered more than a 35% drop in population between 1926 and 2002. The Programme now covers parts of 22 counties and all of Co. Leitrim and benefits a population of nearly 727,000. Since I introduced the Programme in 2002, it has been reviewed and extended twice, most recently in April 2006. I set out in the...
- Written Answers — Parliamentary Questions: Parliamentary Questions (8 Feb 2007)
Éamon Ó Cuív: I can confirm for the Deputy that 1,051 Parliamentary Questions were answered by my Department in 2006. As this is part of the normal duties performed by my officials, it is not possible, with any degree of accuracy, to quantify the cost involved.

- Seanad: Noise Pollution (8 Feb 2007)
Éamon Ó Cuív: Gabhaim buÃochas leis an Teachta as ucht na ceiste seo a thógáil inniu. I assure Senator Browne that I could not agree more with him. I also attend many venues and if I want to talk to someone, I ask them to step outside so we can have a conversation in peace and quiet. I remember the youth club in Corr na Móna was having a Christmas show and my son did a marvellous take off of me at a...
- Seanad: Noise Pollution (8 Feb 2007)
Éamon Ó Cuív: The smoking ban came in to protect employees but it protects those of us who spend time in other people's workplaces. It is a by-product that no one smokes in pubs now. Unless an employee is provided with ear protection, noise must be below a level sustainable for them and a by-product of that is that everyone else present benefits. The other option is to distribute individual ear protection.
- Seanad: Schools Building Projects (8 Feb 2007)
Éamon Ó Cuív: Gabhaim buÃochas leis an Seanadóir as ucht na ceiste a ardú. Thug mé cuairt ar an scoil. I visited it and know it well. The Department of Education and Science has always acknowledged the need to replace the building to meet the future needs of Gaelscoil na Camóige. However, it has been already established that the present site is unsuitable for this development and, in any event, is...
- Seanad: Community Development (8 Feb 2007)
Éamon Ó Cuív: Gabhaim buÃochas leis an Seanadóir as ucht na ceiste a ardú. I heard a report that a debate took place in the Seanad yesterday on this matter which, to put it mildly, was ill-informed. The cohesion process is a policy initiative approved by the Government in January 2004 which aims to bring greater coherence to the arrangements under which community and local development initiatives are...
- Seanad: Community Development (8 Feb 2007)
Éamon Ó Cuív: There is good will and there has been considerable negotiation. It will not be the same as before. Otherwise there would have been no negotiation. I want to reach agreement by consensus. We are at the midnight hour in this process. We have let it go on for more than a year. It is time for the hard talk and for people to reach agreement in a flexible way. I have always said I would much...

Éamon Ó Cuív: I propose to take Questions Nos. 483 and 484 together. The Deputy will appreciate that the National Development Plan 2007-2013 (NDP) is a strategic document setting out a broad investment framework and investment priorities, together with indicative financial allocations, for the next seven years. It does not contain a list of all projects to be undertaken in 2007, or indeed over the period...
