Catherine Murphy: The Department of Housing, Local Government and Heritage last week gave us a figure of 28% in 2017 or 2018. There is no reason to think that practice has discontinued. If anything it has increased. There is an unreliability about the data on the rents being paid. The RTB is not able to capture that because it is relying on the landlord to provide it with the information.
