Seán Barrett: The amendment seeks to insert new text providing that within three months of the passing of the Bill the Government must introduce a constitutional amendment. The current Bill does not propose to amend the Constitution. The amendment is in conflict with the principle of the Bill as read a Second Time and must therefore be ruled out of order in accordance with Standing Order 131.
