Written Answers — Tax Code: Tax Code (4 Jul 2012)

Alex White: Question 66: To ask the Minister for Finance in view of the recent controversy regarding tax compliance by persons in receipt of two pensions, if he will consider reviewing section 17 (4)(b) of the Finance Act 2003 with a view to enabling Revenue to extend the period of review from its current four years to a longer period, allowing greater reconciliation of liabilities; and if he will make...

Constitutional Convention: Motion (10 Jul 2012)

Alex White: We can discuss that.

Constitutional Convention: Motion (10 Jul 2012)

Alex White: I welcome this motion tabled by the Taoiseach and the Tánaiste. The Taoiseach said in his contribution that the convention would be innovative, independent and influential. On the basis of what has been set out and on what he has said, it will be each of those things. Certainly, the proposed composition for the convention is innovative. It involves for the first time, uniquely, a direct...

Constitutional Convention: Motion (10 Jul 2012)

Alex White: There will be 66 people in it. They will be included.

Consumer Credit (Amendment) Bill 2012: Second Stage (Resumed) [Private Members] (18 Jul 2012)

Alex White: I commend Deputy Pearse Doherty and his Sinn Féin colleagues on giving us an opportunity to debate this difficult and complex issue. The Deputy has done us a service in this regard. When I listened to the examples given by Deputies Lyons, Mitchell O'Connor and others, it struck me that moneylending is an ever-present phenomenon across the country. I do not think it is entirely confined to...

Personal Insolvency Bill 2012: Second Stage (Resumed) (18 Jul 2012)

Alex White: I am pleased to have the opportunity to contribute to this debate on the Personal Insolvency Bill 2012. As Deputy Hannigan noted, it is complex legislation and is a vital element of the response of the Government and the Oireachtas to the broader issue of debt and debt resolution faced by so many people and which is faced at a macro level by the economy. As Deputy Hannigan suggested, it...

Confidence in the Minister for Health: Motion [Private Members] (18 Sep 2012)

Alex White: I am very happy to support the Government amendment expressing confidence in the Minister for Health. When one listens to this debate as I have done, like others, for the past hour one tries to work out the basis for the motion because if people-----

Confidence in the Minister for Health: Motion [Private Members] (18 Sep 2012)

Alex White: -----from the Fianna Fáil Party or anywhere else came in here and had objections or criticisms on policy grounds of what the Minister was doing I would take them seriously. I would have taken Deputy Kelleher seriously. I would have even taken Deputy Dooley seriously-----

Confidence in the Minister for Health: Motion [Private Members] (18 Sep 2012)

Alex White: -----if he had come in here and set out the basis upon which, on policy grounds, he had objections to what the Minister for Health and the Government are doing. That has not occurred, not once. The basis for the Fianna Fáil motion of no confidence in the Minister for Health, as far as I can define it, reduces itself to three objections.

Confidence in the Minister for Health: Motion [Private Members] (18 Sep 2012)

Alex White: One is in regard to the savings announcements that were made last week or the week before that Deputy Kelleher complains about, justifiably in some respects. It is not clear from him whether he has a difficulty with the announcements themselves or with the fact that it was clarified afterwards that some of those matters were not going ahead. He cannot make up his mind which it is but he...

Confidence in the Minister for Health: Motion [Private Members] (18 Sep 2012)

Alex White: This Government is keeping faith in terms of what was said in the general election. This Government will bring about reform in the health service with no thanks and no support, which we understand and expect, from those on the opposite side. I support the Government amendment.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: I welcome to this afternoon's meeting Mr. Jimmy Johnson, president, Mr. Kieron Brennan, chief executive officer, Ms Fiona Cullen, head of legal department, and Mr. John Knox, of the research department, from the Irish League of Credit Unions, ILCU, as well as Mr. Michael Edwards, vice-president of the World Council of Credit Unions, WOCCU. Members have received a PowerPoint presentation and...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: Although I indicated their names at the outset, Mr. Brennan can introduce them.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: We will come back to this point during the questions. Mr. Brennan may proceed.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: I thank Mr. Brennan. Before calling my colleagues, I want to clarify one or two things briefly. Looking at the draft scheme and following the presentation, from what I can gather from the scheme, the term limit is three years.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: Nine years seems like a lengthy period. Is the three year limit the main concern for the credit unions?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: The delegation rhetorically asked what is the justification for this unfavourable treatment of credit unions as against other financial service providers. Has a justification been given for the credit unions having to have term limits?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: The delegation claims the case for having term limits has not been communicated to it.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: What was the reason given for having these limitations?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Credit Union Bill 2012: Discussion with Irish League of Credit Unions (19 Sep 2012)

Alex White: That brings me to my next question. Mr. Brennan said the credit unions could have their own restrictions and not contain it in the legislation. This suggests to me that the credit unions have some sympathy with the proposition of term limits.
