Seanad: Order of Business. (13 Mar 2003)

Paul Coghlan: I welcome the statement from the Leader. We tried to tell her all week that it would be wrong to allow this House to plough on in the dark while the joint committee heard expert opinion and the Government drew up amendments. It demonstrates how wrong it was to guillotine the Bill on Committee Stage yesterday. I urge the Leader not to apply the guillotine again. I had never seen it used in...

Seanad: Order of Business. (13 Mar 2003)

Paul Coghlan: Also running.

Seanad: Order of Business. (20 Mar 2003)

Paul Coghlan: I support Senator Brian Hayes and the Joint Committee on Finance and the Public Service which has strongly recommended that significant amendments are necessary. Given that this is the view of the all-party committee, I am sure the Minister for Finance and the Government would wish to be reasonable and accept it. I urge the Leader to do likewise and look forward to hearing her response to the...

Seanad: Order of Business. (21 Mar 2003)

Paul Coghlan: The Order of Business is agreed as far as we are concerned. I wish to raise the issue of a report published yesterday by the Competition Authority regarding anti-competitive practices in up to eight professions. I understand there will be further studies. This is part of on-going work by the Competition Authority, which engaged economic consultants to produce the report. It found very...

Seanad: Order of Business. (27 Mar 2003)

Paul Coghlan: We have just heard that prices here are running 12% above the euro zone average. I know we have debated the Finance Bill in the House but there will soon be a need to debate the issue further. According to the Central Bank, growth is slowing and employment appears set to fall. It has given a stern warning in this regard. We need to hear very soon what plans the Government has, if any, to...

Seanad: Employment Permits Bill 2003: Second Stage. (27 Mar 2003)

Paul Coghlan: I welcome the Minister of State and thank him for his overview of this legislation. As this is a relatively short Bill, I will not detain the House for very long.

Seanad: Order of Business. (1 Apr 2003)

Paul Coghlan: As ever, I will be brief. I support the call by Senator Dardis for an examination regarding the Law Reform Commission's publication on tribunals and how they might become more cost efficient. As we are all aware, the key question to be resolved is the extent to which we would limit the entitlement to constitutional justice of the citizen and be consistent with fair procedures. I am delighted...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The Leas-Chathaoirleach was most generous to Senator Leyden. I did not realise one could waffle so much about the word "granted".

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I wish the Senator had done so. The Minister proposes to remove the word "granted". I am more in tune with the arguments made by the Leader of the House and Senator Tuffy. We are trying to be good Europeans but Senator Leyden sounded like he almost regretted that we had passed the Nice treaty. However, I must be generous. I am sure that, as the Leader of the House said, the Senator means...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I am discussing section 2 which allows a charge to be brought against an employer.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: Yes. That amendment relates to section 2. I welcome the amendment and agree with the arguments made by the Leader of the House and Senator Tuffy. Amendment agreed to.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The two Senators are cosying up to one another again.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: If we listen to what the Central Bank is saying, that is changing a little.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: Perhaps that is what is causing Senator Leyden to be gloomy.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The fog of war is affecting him.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I agree with this safety measure. We have had the warnings in the Central Bank report about the considerable slowdown in growth and employment. This safety measure is necessary. Senator Tuffy referred to the mantra of the Government, but we will hear a lot less of it and I suspect it is about to be abolished. I agree with the amendment. Amendment agreed to. Amendment No. 14 not moved. Section...

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: I second the amendment on the basis that the fine could, in some circumstances, prove excessive. The owner of a small shop or guesthouse in a rural area might inadvertently employ someone illegally. I agree with the thrust of the Bill, but this penalty could prove exorbitant in the case of an inadvertent offence.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: Senator Leyden likes to—

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: I second the amendment.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: No. In terms of the Central Bank warning, I already welcomed the Minister's position in this regard as a necessary safety measure.
