Saincheisteanna Tráthúla - Topical Issue Debate: Education Policy (30 May 2024)

Joe Flaherty: I thank the Minister of State very much. It is safe to say there was nothing in that reply that will send me home with the wind in my sails this evening. Notwithstanding that, I note there are probably young secondary school teachers who will tell me they were in junior cycle when it was agreed to carry out a review of the JCSP as part of the implementation of the framework for junior...

Saincheisteanna Tráthúla - Topical Issue Debate: Education Policy (30 May 2024)

Joe Flaherty: I want to speak to the issue of the extension of access to the junior cycle schools programme, JCSP, digital libraries to all schools, particularly DEIS schools. Notwithstanding a proud literary tradition and as a son of a county that gave us Maria Edgeworth, Goldsmith, Padraic Colum and, more recently, John Connell and Belinda McKeon, it is regrettable that our schools network is strangled...

Ceisteanna Eile - Other Questions: Housing Provision (30 May 2024)

Joe Flaherty: 80. To ask the Minister for Housing, Planning, and Local Government the number of homes currently in construction nationally; and if he will make a statement on the matter. [24315/24]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: I thank Dr. Ryan for the comprehensive overview. The obvious question is where we are relative to the UK on this now on the basis that these are EU regulations. In tandem, are we having discussions with the UK to adopt these regulations with the UK on the basis that illegal trade in dogs, in particular, is the biggest market at the moment? Sin ceist amháin.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: Yes, but Ireland has not entered formal discussions with the UK on adopting similar regulations, although they will not be EU regulations, to what is in place for the Windsor Framework.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: Will it be an obvious failing in the regulations, though, if we do not do something like that? Is it not a back door?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: Very good.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: Dr. Ryan will probably say my next question is either the wrong question for the wrong person or the right question for the wrong person. Dog welfare falls between two Departments: the Department of agriculture and the other Department. What is the rationale for that, or how did it end up that way? Should there not be just the one Department looking after animal welfare?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Joe Flaherty: Dr. Ryan touched on dog wardens. He may not have the information to hand. Is there any county at the minute that does not have a dedicated local authority dog warden?

Business Support Package: Statements (23 May 2024)

Joe Flaherty: If the Ceann Comhairle will indulge me, I welcome members of Drumlish Hill Club. It is a predominantly a female audience in the House. I think there are three men among 19.

Business Support Package: Statements (23 May 2024)

Joe Flaherty: I know we are talking about enterprise and retail but I want to get them out of Dublin as quickly as possible because they are spending too much money, so I want to get them back to Longford where it is to be hoped their money will be more productively spent. I think this is my first time to address the Minister in his new capacity. I commend him. I know he is a number of weeks into the...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Business Supports (23 May 2024)

Joe Flaherty: 63. To ask the Minister for Enterprise, Trade and Employment the number of businesses in counties Longford, Westmeath, Laois and Offaly registered for the increased cost of business grant before 1 May 2024; how many more in each county have registered since the application process reopened recently; and if he will make a statement on the matter. [23101/24]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (22 May 2024)

Joe Flaherty: I thank the Chair. I am sure the witnesses are following the European elections with interest and wonder about every candidate they see who says they will get rid of red tape and make the process much simpler. I often wonder whether they have seen the simplification proposal. I am sure the witnesses will not comment on this but I wonder whether they roll their eyes to heaven or whether...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (22 May 2024)

Joe Flaherty: Did the Department make a number of submissions on that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (22 May 2024)

Joe Flaherty: Did anything in the Department's submission end up in the final document?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (22 May 2024)

Joe Flaherty: In keeping with the simplification theme, I am sure that Ms Murphy can empathise to a large degree. She mentioned human error, and that is a big thing for farmers. Many farmers, particularly smaller farmers, do not have the skill set to do this and may be dependent on family members to help. What changes should be made? What would Ms Murphy like to see to facilitate and assist farmers in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals (22 May 2024)

Joe Flaherty: I will ask Mr. Moloney about the 20,000 farmers who are excluded from inspections for conditionality. Is there a saving to the Department in that respect? What is the average cost of those inspections?
