Cian O'Callaghan: I thank Deputy Heneghan for his contribution. I also want to acknowledge that Minister of State, Deputy Moynihan, visited the school - Stapolin Educate Together National School - a few months ago. The Government has said time and again that every child that needs an appropriate school place should have one. Stapolin Educate Together National School has asked to open two additional autism...

Saincheisteanna Tráthúla - Topical Issue Debate: Special Educational Needs (22 Oct 2025)

Cian O'Callaghan: I want to read from correspondence from the school principal. She says: Our autism classes are now in their third year, and in that short time, we've gained extensive experience in setting them up and supporting our pupils to thrive. The success of our model has been widely recognised with teachers and SNAs from other schools regularly visiting us to observe and learn from our approach....

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Discussion (Resumed) (22 Oct 2025)

Cian O'Callaghan: Yes, and I will make my question clear. Did the Central Bank advise or suggest to the Israeli State to take the initiative of requesting a transfer?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Discussion (Resumed) (22 Oct 2025)

Cian O'Callaghan: If there were no discussions around that with the issuer, Mr. Makhlouf could simply deny it because it would not break any confidentiality.

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Discussion (Resumed) (22 Oct 2025)

Cian O'Callaghan: Why will Mr. Makhlouf not deny that and say that no discussions took place in which the Central Bank suggested to the State of Israel to request a transfer? Why not simply deny that? That would not break any confidentiality if it did not take place.

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Discussion (Resumed) (22 Oct 2025)

Cian O'Callaghan: How would that break confidentiality if no such discussions took place?

Cian O'Callaghan: I am not asking Mr. Makhlouf to disclose any confidential information the Central Bank received from the State of Israel. I am asking him to explain to us, as a committee, the role the Central Bank played. I do not want confidential information on the State of Israel and I am not asking Mr. Makhlouf for it. I am asking whether the Central Bank provide any guidance, advice or suggestions to...

Cian O'Callaghan: I am not asking about the discussions the Central Bank had with the State of Israel, on which Mr. Cross is citing confidentiality. I am asking about the Central Bank's decision-making process. Were there any dissenting views? Mr. Cross should be able to give us that information.
