Proceeds of Crime and Related Matters Bill 2025: Second Stage (17 Jul 2025)

Ruairí Ó Murchú: Tá muid sásta déileáil leis seo inniu. Without a doubt, we are all very happy to be dealing with this legislation. On some level, I agree with whoever said earlier that we need this to happen as quickly as possible. It should have happened earlier. We all know why the Criminal Assets Bureau was set up. We have all seen what it has done at State level and locally....

Ceisteanna Eile - Other Questions: Water Services (17 Jul 2025)

Ruairí Ó Murchú: 11. To ask the Minister for Public Expenditure and Reform the progress being made on plans for additional funding to Uisce Éireann to progress large-scale infrastructure projects following the review of the national development plan; and if he will make a statement on the matter. [40118/25]

Ceisteanna Eile - Other Questions: Water Services (17 Jul 2025)

Ruairí Ó Murchú: We all know the issues that are impacted by Uisce Éireann. It says that delivering infrastructure can take more money. In my own constituency, even in the Environmental Protection Agency, EPA, report, we have question marks in relation to everything from Cabinhill to Greenmount and Tallanstown. We need to see movement on all of this.

Ceisteanna Eile - Other Questions: Water Services (17 Jul 2025)

Ruairí Ó Murchú: I suppose we need to see that review as soon as possible. Has the Minister any information in relation to what he reckons that timeline will be for the sectoral allocations? Some of what I am talking about, particularly in the case of Dundalk, falls into the bracket of projects that have been timelined. The three projects I mentioned - Cabinhill, Tallanstown and Greenmount - have had...

Ceisteanna Eile - Other Questions: Water Services (17 Jul 2025)

Ruairí Ó Murchú: I hope the interaction that we have is in relation to delivery. Some of the projects I spoke about earlier have been timelined. It is a matter of ensuring that those timelines are at least met. They are timelines that have been set further back than we would have anticipated or wanted. There are particular issues. I welcome the Minister's statement that there is need for a greater...

Ceisteanna Eile - Other Questions: Water Services (17 Jul 2025)

Ruairí Ó Murchú: It is a matter of delivering in all this. We are not where we need to be and we need to get there.

Ceisteanna Eile - Other Questions: Planning Issues (17 Jul 2025)

Ruairí Ó Murchú: Flexibility is always welcome in a Chair.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: It can depend on the school or the staff.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: They have to apply for the scheme. I know this is all being looked at. How do we get the legislation that puts the pressure on with regard to that? What does that look like? On the basis of what Dr. Begley is saying, the general scheme does not deal with that.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: Will Mr. Holohan give his view on that? The other witnesses might comment on what they think the legislative socioeconomic solution looks like.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: That is it. If we are talking about giving people an opportunity or chance, it involves not making it overly difficult for them to get employment. I accept there are convictions for certain crimes for which it is vital information is maintained. That is obvious. Do the witnesses have a view on the previous question? It is specific. Regarding those conditions I mentioned, would this...

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: That is fair enough. There has been a lot of discussion about disability and the socioeconomic ground. Some of this relates to legislation and some of it is just about making public services more accessible. How do we do that? Is it an absolute requirement that we deal with it under this legislation to make sure it happens? Is this the legislation that provides the leverage?

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I think we would take it.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I am always indicating.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I am renowned for being brief. I will deal with the piece Ms Walsh spoke about. Transposing the EU directives provides us with the powers to provide a framework for dealing with the WRC and IHREC and what I think Dr. Begley described as the mechanisms that are not up to scratch for people engaging in the system even if we were to have the perfect legislation. On some level, that provides us...

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: Codes of practice would deal with an awful lot of the issues Dr. Emer Begley spoke about.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: There are going to be a lot of amendments to this legislation.

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I will follow up with regard to disability. It makes absolute sense to use the definition in the UNCRPD. It reads a lot better and is straightforward. When we talk about disability, it is the cradle to the grave. It is everything from State services to where school meets employment or sometimes does not. Everyone has stated that reasonable accommodation is how we all operate within...

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I will follow up on what was said previously. It is following on from what I said initially. It is about ensuring we cover socioeconomic disadvantage and discrimination. I understand the arguments. They are laid out on page 38 of one of the submissions, which states the factors that should be taken into account such as accent, employment, poverty circumstances and so forth. I understand...

Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (Resumed) (17 Jul 2025)

Ruairí Ó Murchú: I will actually be brief this time. I also thank the staff who do fabulous work and colleagues. It is very collegial. The Chair has done a wonderful job, even if she could introduce a bit more flexibility for my good self.
