Paul Daly: We hear a lot at the moment about community heat projects. It is not possible to build a community heat incinerator, digester or whatever one wants to call it that is not within 1,000 m of a house. There will have to be a bit of give somewhere.

Paul Daly: I welcome the officials from the Department. I presume they watched the witnesses last week who were pro this. This evening, we had those who - I will not say anti - were a little more cautious about the whole thing. There was a big difference of opinion. Mr. Kinsella finished on the matter of water quality. Maybe he can be the judge and jury on where the axe comes down between the two.

Paul Daly: I am sorry to interrupt, but the people who are just gone said that while the EPA regulates it to an extent, the EPA does not have the powers. While it might be regulated, those witnesses seemed to think the EPA, even if it found a fault, does not enough power when it comes to finding for breaches of conditions or whatever.
