- Planning and Development (Amendment) Bill 2025: Second Stage (8 Jul 2025)
Martin Kenny: The amending legislation being introduced this evening is quite ironic in that it is amending legislation that has not yet been commenced. This is one of the key Opposition criticisms. We spent many months last year on planning and development legislation. It was the biggest Bill ever to come before the House and here we are back again amending it. The biggest issue I have with the...

- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Animal Diseases (3 Jul 2025)
Martin Kenny: I raise with the Minister the situation as regards TB, which is at crisis point across the country. I know the TB forum has set out a number of measures that have yet to be enacted. I would like to get an update on when these are going to happen. Many of these actions are difficult for farmers. When they have a reactor or their farm is locked down as a result of TB, the last thing they...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Animal Diseases (3 Jul 2025)
Martin Kenny: To get to the issues that are of most concern to many people in the agricultural community, one of the issues farmers are concerned about is the proposal that a sign be put up at marts where there is a reactor in a herd. This would be there for quite a long time and would restrict farmers in getting a decent price for their animals. That is an issue that needs to be dealt with very...

Martin Kenny: I appreciate all of that. To give credit where it is due, something is being done. A crisis has been allowed to evolve over the years. We need to see that clarity. We also...

- All-Island Strategic Rail Review: Statements (Resumed) (2 Jul 2025)
Martin Kenny: I congratulate the Minister of State on his appointment. It is good to have someone from the west in this role. I know he has always had a strong commitment to the development of the western rail corridor. It always strikes me that the western rail corridor only extends halfway up the west. We need to bring it the rest of the way. It is clear from the map produced with the proposals in...

- Joint Oireachtas Committee on Agriculture and Food: Dog Control and Sheep-Worrying: Discussion (2 Jul 2025)
Martin Kenny: I thank the Cathaoirleach and all of the witnesses for coming before the committee and for their opening statements. There is a single trend through all of this, which is traceability. It is about who owns a dog, where the dog is and how it can be traced and followed up. There are issues with neighbours' pets that escape and get out. It could be a dog that gets out and damages sheep....

- Joint Oireachtas Committee on Agriculture and Food: Dog Control and Sheep-Worrying: Discussion (2 Jul 2025)
Martin Kenny: It has been an interesting discussion. Everyone is singing off the same hymn sheet. We know where the problems are and what some of the potential solutions are. One of the big solutions is that owners need to be more responsible. On trusting education to make owners more responsible, I remember an ad on television years ago where a dog went out worrying sheep. We do not see those ads...
- Joint Oireachtas Committee on Agriculture and Food: Scrutiny of EU Legislative Proposals (2 Jul 2025)
Martin Kenny: I thank the witnesses and Ms Dunne for her presentation. What we are talking about is a directive that gives a little more method for the regulator in this State to work with regulators in other states, mainly within the EU, in respect of how they can co-operate better to ensure a level playing field for the farmer and, we hope, the consumer at the other end. An issue that comes to mind in...
