On the question, "That the amendment to the motion be made", a division was claimed, and in accordance with Standing Order 80(2), that division must be taken now.

The amendment seems to allow the democratically elected mayor, to whom responsibilities are devolved, to devolve them back again to the chief executive, from whom they were taken in the first place.
