- Joint Oireachtas Committee on Health: Review of the Operation of the Medical Card Scheme: Irish Dental Association (8 Apr 2021)
Seán Kyne: I had assumed that but I was wondering what it was from the dentist's point of view.
- Joint Oireachtas Committee on Health: Operation of the Medical Card Scheme: Discussion (30 Mar 2021)
Seán Kyne: I welcome the witnesses. I have a number of questions and perhaps the person best placed to answer them will jump in at the end. Regarding the review of medical cards, a letter is sent and in certain cases I have come across the individual does not respond. The people involved might be elderly and if they do not have family or a carer keeping an eye out for post sometimes these letters go...
- Joint Oireachtas Committee on Health: Operation of the Medical Card Scheme: Discussion (30 Mar 2021)
Seán Kyne: Yes. Ms Halliwell said that non-response rate is quite low. Could these individuals be followed up before the card is finally pulled to ask them whether they received the correspondence and if they need help in answering the questions? Very often it is quite simple because circumstances have not changed and neither have the details, and it is just a case of signing the form and returning it.

Seán Kyne: I was asking about people who applied for a full medical card and received a GP visit card.

Seán Kyne: I thank Dr. Green.
- Seanad: An tOrd Gnó - Order of Business (29 Mar 2021)
Seán Kyne: I, too, would like to acknowledge the launch this afternoon of the Our Rural Future plan by the Minister for Rural and Community Development, Deputy Humphreys, together with the Taoiseach, the Tánaiste and the Minister, Deputy Eamon Ryan. Work hubs are proposed in 400 locations across Ireland. We have had debates regarding the recent closures of Bank of Ireland and the exiting plan by...
- Seanad: Covid-19 Vaccination Programme: Statements (29 Mar 2021)
Seán Kyne: I did not hear the earlier comments as I was, and still am, on a Zoom call. I take this opportunity to congratulate the Minister on the progress made on vaccinations thus far. As of yesterday evening, 548,948 individuals have received their first dose and 211,223 have received their second dose. There are very important projections on the number of vaccines that will be available for...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Community Development Projects (26 Mar 2021)
Seán Kyne: I thank the Cathaoirleach's office for choosing this Commencement matter and I welcome the Minister of State, Deputy O'Brien, to the Chamber. As everybody knows, community centres are important places for gatherings, sport, events, social occasions, fetes, sales of work and drama, to name but a few of the uses they have up and down the country. They range in size, depending on the size of a...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Community Development Projects (26 Mar 2021)
Seán Kyne: I thank the Minister of State for his reply. While I agree that a number of schemes provide relatively small amounts of funding for certain community centres, a large cohort of communities that are outside the remit of RAPID, CLÁR and local authorities have requirements for large community centres. There might be some crossover between community activities and sports, but there is no...
- Seanad: Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021: Second Stage (26 Mar 2021)
Seán Kyne: I move amendment No. 1: To delete all words after “That” and substitute the following: “the Bill be read a second time this day 12 months to allow for comprehensive consideration of the implications of the Bill.” I welcome the Minister of State. I thank Senator Higgins and her colleagues for their work on this very important Bill. One only has to look back...
- Joint Oireachtas Committee on Health: Regulation of Nursing Homes and Development of a New Model of Care for Older People: Discussion (23 Mar 2021)
Seán Kyne: I welcome the witnesses and thank them for their presentation. I have a couple of questions for Dr. MacLellan. She referred to 68 open outbreaks, down from 178. While the decline is welcome, the figure seems somewhat high considering the number of vaccinations that have taken place. Will Dr. MacLellan describe those outbreaks? Are they less severe than previous outbreaks? Are they among...
- Joint Oireachtas Committee on Health: Regulation of Nursing Homes and Development of a New Model of Care for Older People: Discussion (23 Mar 2021)
Seán Kyne: Can we expect a continuous drop in the level and severity of outbreaks over the coming weeks and months?
- Joint Oireachtas Committee on Health: Regulation of Nursing Homes and Development of a New Model of Care for Older People: Discussion (23 Mar 2021)
Seán Kyne: It is safe to say the majority of people want to be able to stay at home for as long as possible as they get older. One thinks of one's own mortality at 45 and would like to stay at home while it is safe to do so. However, illness, strokes, heart attacks and debilitating illness get in the way. Could a model of small, single-level, clustered community units with a communal area for...
- Joint Oireachtas Committee on Health: Regulation of Nursing Homes and Development of a New Model of Care for Older People: Discussion (23 Mar 2021)
Seán Kyne: That is important. There are many half-acre sites around the country where granny flats could be constructed and support provided by family members who would look after the individual in their own property. This would provide security and help with the housing situation. Many models could be considered in terms of providing supports and the transition between being fully at home and fully...
- Seanad: An tOrd Gnó - Order of Business (22 Mar 2021)
Seán Kyne: All political parties have indicated their support for wind energy targets to reduce our carbon footprint in their party manifestos over a long number of years. In dealing with communities in my part of the world in Connemara and Galway, concerns have been expressed at various stages at the whole concept, when a project is first mooted, at the planning stage and at the construction stage....
- Seanad: National Development Plan: Statements (22 Mar 2021)
Seán Kyne: I welcome the Minister to the Chamber. I always like to see senior Ministers attending the Seanad so I welcome his presence. I made a submission to the Review to Renew process and I wish to put some of that on the record. I welcome the opportunity to contribute to the review of the national development plan, Ireland 2040. I believe the plan gives Ireland a long-term focus and direction...
- Seanad: An tOrd Gnó - Order of Business (12 Mar 2021)
Seán Kyne: Beanachtaí na Féile Phádraig daoibh go léir. I also mention the excellent news of €62.5 million of investment announced under the urban regeneration development fund by the Minister for Housing, Local Government and Heritage, Deputy Darragh O'Brien, this morning. This fund was put in place a number of years ago by the then Minister, Deputy Eoghan Murphy, and this...
- Joint Oireachtas Committee on Health: Covid-19 Public Health Measures: Update from Health Service Executive (9 Mar 2021)
Seán Kyne: I thank Mr. Reid and his team for attending the committee this morning. I acknowledge the work being done by all of our front-line workers in hospital settings, vaccination centres and GP surgeries. I have a number of questions. The first two will hopefully only require short replies, so I might start with them. Have all GPs nationwide received at least their first batch of vaccines...
