Jerry Buttimer: I agree with Deputy Naughten in that it is important we maintain our focus on the whole issue of bed utilisation and, more importantly, on getting people out of hospitals into the community, adopting the model the Minister is proclaiming in terms of primary care and allowing more treatments and more involvement between the patient and the medical services to be in the primary care setting...

I was told recently by a person that he had been billed for treatments he did not receive, although it may have been an administrative error. Jerry Buttimer: Are we incentivising more use of day care procedures where a patient is in and out on the same day and the elimination of overnight stays? Are we allowing for the market to reflect this?

Jerry Buttimer: Another point that we must translate back to people is that we should be using primary care more frequently. The other point we have raised here concerns the market. The constant price increase is a source of huge concern to people, who are opting out in droves in some cases.
