Charles Flanagan: I thank the Minister. I will allow brief comments before going on to the Bill although, perhaps, it might be preferable to deal with the Bill section by section. I acknowledge the fact that the Minister has made an opening statement so any members can make a brief statement now. I believe that the best order would be to go straight to the Bill. Is that agreed? Agreed.
