Caoimhghín Ó Caoláin: The Minister's answer was very particular on the question of "may" or "shall". Amendment No. 11 is not as prescriptive because it states "the Minister considers appropriate". That leaves the door open to the Minister's judgment. It is not as clearly defined as amendment No. 10. Accordingly, the response does not suit the argument.
