Joe Flaherty: 62. To ask the Minister for Employment Affairs and Social Protection the status of the implementation of the Roadmap for Social Inclusion 2020-2025; and if she will make a statement on the matter. [48652/21]
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: I thank the witnesses. I will try to be brief. They have been over an awful lot and I do not want to repeat it. I have a few brief questions and whoever is most relevant can respond to them. Have any veterinary practices declined outright and said they are not taking part?

Joe Flaherty: How much is this system going to cost?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: How much will it cost?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: How much is it costing the State to provide this system?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: I mean the cost so far. Obviously, the Department has entered into contracts with suppliers. What is the ballpark figure for what it is going cost?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: I know that, but I am just curious about the cost. As a follow-up, could the witnesses provide us with a breakdown of the cost to date?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: Also, can they provide the management cost and details of contracts the Department has entered into in terms of managing the system annually in the future? Related to that, is an annual charge for the management of the system being passed on to vets? Given the significant investment by the State in this new system, and the fact that vets are effectively getting an edge in the market and we...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: No, not edging out vets. I meant edging out suppliers, farm stores and so forth, which will not longer be able to do what they are doing now as a result of the new situation with responsible persons. Can Mr. Collins come back to me on whether there is a plan for vets on an annual basis? It seems reasonable, particularly if we are giving access to what will, in effect, be a guaranteed...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: Mr. Collins is right. I accept his bona fides in the context of what he is doing. There has to be a mechanism to charge vets for providing this system, however. That is my point. Mr. Collins might come back to me on the cost data and the likely cost of contracts into which the Department is entering in order to maintain this going forward. I will pick up on a point that was made in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Joe Flaherty: It does to some extent. We have to look at this from the point of view of where the pitfalls are. I see a pitfall for a farmer who wants to try to streamline his or her costs, particularly the small farmer who is operating on very tight margins. That farmer wants to minimise the number of times he or she has to request a prescription and, ultimately, incur a cost. I take Dr. Corkery's...
- Afghanistan Crisis: Statements (29 Sep 2021)
Joe Flaherty: I welcome this week's announcement of approval by the Cabinet for a special admission programme for Afghan nationals. While it is welcome, I have some recommendations that have been articulated very succinctly by Deputy Gannon and the Irish Refugee Council. 7 o’clock I feel the proposed commencement date should be brought forward to October to reflect the urgency of the situation...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (29 Sep 2021)
Joe Flaherty: Will provision be made for the continuation of compensation for local authorities in Longford and Offaly for the loss of commercial rates revenue as a result of the escalation of decarbonisation and the closure of power plants? The Loughrea power station in County Longford was the largest rate payer in the county at €1.2 million annually. That compares dramatically with the average...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)
Joe Flaherty: I commend Deputy Cahill on this Private Members' Bill. It is not before time and shows the great benefit of having peer knowledge in the Dáil. It is great to see him bringing it this far. I thank the witnesses from Veterinary Ireland for coming before the committee and for their input into the debate today. I do not want to get into it too much but I am conscious that some of the...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)
Joe Flaherty: I thank all the speakers. I will home in on one point that was mentioned briefly. I refer to the local authority staff and the cohort that may be transitioning over in this context. I am conscious that discussions are under way at the Workplace Relations Commission, WRC. Is there a view within the Department that the legislation from 2013 is sufficient to transition those workers over?...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)
Joe Flaherty: I have a final point on that, although I know it does not relate specifically to the witness's Department. What is the position of the Department of Public Expenditure and Reform on the transition of local authority staff? Is there resistance from the Department or is it taking a position that the Department of Housing, Local Government and Heritage is trying to work around? Will the...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Water Quality and Infrastructure and Small Town and Villages Growth Programme: Discussion (23 Sep 2021)
Joe Flaherty: This is Deputy Flaherty. You are ruthless today, Chairman. I will stick to the six minutes, you will be relieved to hear. I thank everybody for coming. Reference was made to farmers. Every time one comes into a committee meeting, reference has to be made to the farmers, the discharge and all that. It is important we put on record that no sector of society has paid a bigger price or...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Water Quality and Infrastructure and Small Town and Villages Growth Programme: Discussion (23 Sep 2021)
Joe Flaherty: I am sorry. I know Mr. Gleeson is conscious of the time constraints. Can he circulate the details of the 20 plants that are being analysed?
