Michael McCarthy: In my experience as a former member of a local authority in Cork, a deal was generally done and seats were distributed.

Michael McCarthy: The proportional entitlement to seats was honoured. Post the 2004 elections, the majority grouping was Fine Gael, which did a deal with an Independent. That was how the elections went regardless of how we felt about being excluded.
