Catherine Connolly: I have a difficulty with this. In theory, it is good legislation. Likewise, in theory, the 1995 Act was also good, but it is not being used efficiently. People are not aware of the legislation. There is a gap in making people aware of it. When legislation is introduced, what is the impact on the Legal Aid Board in terms of extra staff and resources?
