Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Marie Sherlock: I firmly believe there is potential in this Bill to allow for cohorts of workers who cannot access work at the moment, such as lone parents and disabled people, to enter the workforce. Therefore that 26-week waiting period needs to go and we have been working with the Disability Federation of Ireland, SPARK and others to put an amendment to that provision in the Bill.

Seanad: Situation in the Middle East: Statements (1 Mar 2022)

Marie Sherlock: I am glad time has been afforded to discuss the Amnesty International report into Israel's treatment of the Palestinian people.I am delighted the Palestinian ambassador is here and is joined by people from the trade union movement and beyond who have been working to agitate for the rights of the Palestinian people over many years. I am very glad they are here. I am very grateful to Senator...

Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)

Marie Sherlock: I will not take that long as I have to go to another meeting. First, I am glad the committee is hosting this meeting today and I welcome it. I pay tribute to the work of the Road Safety Authority, to Dr. Lorraine D'Arcy and particularly to the Love 30 campaign. Its enormous work over many years and the use of data and evidence to persuade people of the need to reduce speed limits have been...

Seanad: An tOrd Gnó - Order of Business (22 Feb 2022)

Marie Sherlock: I very much welcome Lord Mayor Kelleher and his son to the Chamber. I also extend deepest sympathies, on behalf of the Labour Party Senators, to the Stalford family on the loss of Christopher. It is a shocking time for the DUP and the wider unionist family but there was shock right across the island of Ireland in recent days when people learned of his passing. The Continent of Europe has...

Seanad: Online Safety and Media Regulation Bill 2022: Second Stage (22 Feb 2022)

Marie Sherlock: I welcome the Minister to the Chamber. I welcome the Bill and when it is enacted, its impact will be groundbreaking. It is a long overdue development that recognises the multiple media forms that now exist in our lives. It is important to say the establishment of the new media commission and the three commissioners will be vital in forcing our regulatory system to deal with the enormous...

Seanad: An tOrd Gnó - Order of Business (16 Feb 2022)

Marie Sherlock: I listened to the Leader on "Morning Ireland" earlier. I am conscious that she is not present and I would obviously prefer to direct my comments to her. With regard to the content of that interview this morning, everybody is entitled to express frustration about how an event is organised but I very much believe that a line was crossed because it was suggested that an advocacy body in this...

Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)

Marie Sherlock: Does it go far enough in terms of the Arts Council's current criteria?

Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)

Marie Sherlock: My second brief question relates to another very strong recommendation. Great credit is due to ITI, FairPlé and SAOI for the enormous work in terms of the research and bringing to light the experiences of women, and to ITI for bringing it together in systematic fashion. The second recommendation is with regard to strengthening reporting and support systems. We heard from FairPlé...

Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)

Marie Sherlock: I thank witnesses from SAOI, ITI, and the Arts Council for being here. The common thread in why we are here is to discuss the systemic nature, which the Arts Council acknowledged in its submission, of the culture of harassment and bullying within the sector. I acknowledge that the Arts Council does not cover all the arts, but it covers a large share of them. The requirement for leadership...

Seanad: An tOrd Gnó - Order of Business (15 Feb 2022)

Marie Sherlock: I thank the Cathaoirleach for organising the wonderful Seanad100 event today. There was a real sense of pride and privilege in being able to listen to Senator Norris and the former Senator and President, Mary Robinson. It was really heartening to see that the light is still shining very brightly for both of them with regard to their campaigning. I raise today the issue of the scheme to...

Seanad: Electricity Costs (Domestic Electricity Accounts) Emergency Measures Bill 2022: Second Stage (15 Feb 2022)

Marie Sherlock: I thank the Minister for coming to the House. He spoke about his commitment to protecting the most vulnerable. We all share the view that it is vital that something is done to address the cost-of-living crisis in this country, but how to fix it is another question. Vulnerability comes in a number of forms. There is vulnerability with regard to housing security and rising rents and...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: I thank the officials for attending this hearing today. This was described as landmark legislation. The question has to be asked, how can it be described as landmark legislation when there is no balance between the employee and the employer? I refer to employees having to wait for 26 weeks before they can even ask to work remotely. They then have an inordinate wait of 12 weeks before they...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: What is the message going out to workers who have already relocated? Some workers in that situation are concerned they will be told their employment contracts or relationships will have to be terminated because they cannot be physically present in the office for the five days employers might be requesting each week. What is the Department's position on that type of situation?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: Okay. To be clear, though, the proposed Bill will not provide for any of that. There is no recognition of the successful experience in many cases and of people working from home, and that is a glaring omission in the proposed Bill. I also asked how the 26-week waiting period was decided.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: I thank Ms Gray. Turning to head 7 and the limitation regarding submitting another request within 12 months, I note that the definition of "remote work" states it is an umbrella term and that the concept of flexible work is part and parcel of the ability to work remotely. In this head, however, I am reading language used such as "constant requests" being put forward by employees. That says...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: I thank Ms Gray.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Working Bill 2021: Department of Enterprise, Trade and Employment (9 Feb 2022)

Marie Sherlock: Senator Currie made some very important points about what is possible with remote and flexible working. Unless we see substantial change, this landmark legislation, as the Department describes it, will be a lost opportunity, especially given that Ireland is the member state with the highest share of jobless lone parents and jobless persons with a permanent disability in the European Union....

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Marie Sherlock: I second it.

Seanad: Payment of Wages (Amendment) (Tips and Gratuities) Bill 2022: Second Stage (1 Feb 2022)

Marie Sherlock: The Tánaiste is very welcome to the House. I pay tribute to the work of the One Galway and One Cork movement, which did a significant amount of campaigning and work to bring this issue to national attention. I pay tribute also to the work of Senator Gavan and his colleagues who introduced the National Minimum Wage (Protection of Employee Tips) Bill back in 2017. When the campaign...

Seanad: An tOrd Gnó - Order of Business (27 Jan 2022)

Marie Sherlock: The Labour Party very much supports Senator Chambers's call for a debate on what is being put in place for those in this country who suffer from endometriosis. As we know, it is a silent disease and imposes such a cost on young women in respect of their education and family and social life, in addition to so much else. The issue I want to raise this morning relates to a discussion that has...
