Minister for Communications, Climate Action and Environment: Statements (11 Oct 2018)

Brian Stanley: Where is the Tánaiste? Government figures should come here and speak to us as Opposition spokespersons. As a rural TD, I want those 540,000 households connected. People in Laois-Offaly contact me every day looking for broadband to be rolled out to their houses, and I am sure other Members' constituents contact them. People are travelling to Dublin every day who do not need to. They...

Ceisteanna ó Cheannairí - Leaders' Questions (11 Oct 2018)

Brian Stanley: A Minister should not do so during a tender process.

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: I welcome the delegates from the Department. This is an important opportunity for the committee to try to deal with some of these issues. On electric vehicles, did Mr. McCarthy state that from 2020 all new developments containing more than ten dwellings must have charging points in place? Will that come into force on 1 January 2020 or 31 December 2020? On a related matter, are there...

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: The energy aspect is causing the problem.

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: How long will that last?

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: Ms Neary referred to internal design and uniform specifications. Why can we not just have four or five types of external design?

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: I am not talking about material, I am referring to the design of the houses. One would have, say, four designs for a three-bedroom house and we could let the local authorities build them? Why can we not have a uniform design? In the past, the Land Commission had three types of houses and one can still see them in every county in the State. The county councils used uniform designs. That...

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (10 Oct 2018)

Brian Stanley: Is there a plan for electrical vehicle charging points at Government-owned and departmental buildings?

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: I thank the Minister for his reply. The Broadcasting Authority of Ireland, BAI, has recommended that €30 million of taxpayers' money be given to RTÉ. At the same time there is an evasion rate of between 14% and 15%, with approximately €40 million that needs to be gathered up. I do not want to see an increase in the TV licence fee, and the party I represent certainly does...

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: If a person is in the database then he or she must have a licence. It is easy then to leave the collection with An Post.

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: This needs to be cracked because that €40 million in uncollected licence fees needs to be gathered up.

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: The situation here is blurring the lines. If a person buys a TV set, he or she must purchase it. There will always be exceptions such as those who go outside the State to purchase a TV set, but people must also connect to a service. There is a delay in taking action on this matter. There is no doubt that the funding is needed. I also wish to discuss the pay structure in RTÉ. I...

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: There is a database for the local property tax and a database for dog licenses and so on. We should also be able to do it for TV licences. We should be able to keep the TV licence fee low to spread the cost and not incur extra cost onto low and middle income households.

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: On a point of order, we are on Parliamentary Question No. 10 in the name of Deputy Brian Stanley. I have no problem with Deputies Eamon Ryan or Dooley-----

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: -----or anybody else asking questions, but the system is that one submits the questions so many days in advance and they are drawn out in a lottery in the order in which they came in, and if one wants to ask the questions they must be tabled as written questions. On a point of order I have never seen this happening before.

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: But this has not happened before-----

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: When a person buys a car, for example, they will have to register-----

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: 10. To ask the Minister for Communications, Climate Action and Environment if alternative options such as those outlined at the Oireachtas Joint Committee on Communications, Climate Action and Environment in regard to the collection of the licence fee for RTÉ have been considered. [41194/18]

Ceisteanna Eile - Other Questions: Television Licence Fee Collection (10 Oct 2018)

Brian Stanley: I ask the Minister whether there are alternative options, such as those put forward by the Oireachtas committee or by me, for the collection of television licence fees. There is a problem with the funding of public sector broadcasting and we need to address it. There seems to be some inertia in the process at this point.

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: National Broadband Plan (10 Oct 2018)

Brian Stanley: I have a question to ask the Minister he has not answered. The Minister met the one remaining bidder at a crucial point in the tendering process, in the final stages according to what he has himself said. Who sought the meeting? Was it the Minister or was it David McCourt who sought the meeting? Did the Minister have Cabinet approval and did he brief the Cabinet afterwards? What was the...
