Brian Stanley: I am flagging this so the Minister might take action on it. He might take a note of it.
- Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (5 Dec 2018)
Brian Stanley: There were heads of a Bill. My last question is on the first round of funding from the climate action fund for various projects. One of my criticisms is that it is a bit Dublin centred although the seven projects are all very worthy in their own right. The Bord na Móna transition is not included and there is no allocation for that organisation. We know from meeting Bord na...

- Report on Procurement Process Audit of National Broadband Plan: Statements (4 Dec 2018)
Brian Stanley: I welcome the opportunity to address the Minister on this issue. My point of view and that of my party is that we want the broadband plan to be rolled out yesterday. It is supposed to be rolled out by 2020, but that commitment in the programme for Government is obviously dead. I do not believe there was any intention on the part of the former Minister to gain personally from his meetings...
- Report on Procurement Process Audit of National Broadband Plan: Statements (4 Dec 2018)
Brian Stanley: Two parties walked and there is one consortium left. That consortium has changed utterly. Is the Government concerned about this? It is just Granahan McCourt at this point.
- Report on Procurement Process Audit of National Broadband Plan: Statements (4 Dec 2018)
Brian Stanley: Procurement procedures provide that all meetings must be attended by at least two departmental officials or one departmental official and a designated adviser to the Department. We know that did not happen, as Mr. Peter Smyth found out. My concern is that it leaves the State and the taxpayer open to a challenge in the future. The word I would use is "bizarre". Where does it leave the...

Brian Stanley: On a point of order-----
- Report on Procurement Process Audit of National Broadband Plan: Statements (4 Dec 2018)
Brian Stanley: I wish to clarify the question. If a local authority wants to fit a front door to a house, it must obtain three tenders if the cost is more than €500. We are talking about hundreds of thousands of euros of taxpayers' money. For the life of me I cannot see how the Government can continue with the process. Is the Minister satisfied with it?

- Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (4 Dec 2018)
Brian Stanley: I thank the Senator. When we get to four minutes I will intervene to be fair to the speakers and the people replying. Deputy Munster is not present. I will take that slot. I thank the trade union delegation for coming in. As a former employee of Bord na Móna and from a constituency point of view, I have a particular interest in what happens. We have been highlighting the...
- Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (4 Dec 2018)
Brian Stanley: I am mindful of the other members, but just on the climate action fund, is there a sense that we should be making a strong pitch for that, to move Bord na Móna into a different space? Perhaps someone from the Nevin Institute or the ICTU could answer that.
- Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (4 Dec 2018)
Brian Stanley: Could I ask that the proposals from the Nevin Institute be forwarded to the committee when they are ready?
