David Cullinane: This unit was set up with great fanfare and was to be cost neutral and save us money but ended up costing us money. It was wound down essentially because it did not work. Does Mr. Fraser, as the Accounting Officer and the person who set up and disbanded the SCU, take responsibility for the mistakes that were made?
