- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)
Eoin Ó Broin: Be careful now. Professor Collins might be giving them a good idea.
- Questions on Promised Legislation (21 Feb 2017)
Eoin Ó Broin: The programme for Government and the housing action plan of the Minister, Deputy Coveney, include commitments to strengthen tenants' rights. As the Taoiseach knows, the Residential Tenancies Act 2004 created what is now the Residential Tenancies Board which mediates in disputes between landlords and tenants when either side is not adhering to legal obligations. Local authority tenants are...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)
Eoin Ó Broin: I will be very brief. I hope that when Deputy Heydon was visiting the two housing estates he mentioned he told the residents that in the five years-----
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)
Eoin Ó Broin: This is relevant to the question. I will be very quick.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)
Eoin Ó Broin: I will be very quick. In the five years since the European Commission initiated enforcement proceedings against the Irish Government, the Government reduced expenditure on tackling that problem every year for five years. It is important that Deputy Heydon lets those people know the facts in terms of why raw sewage is being pumped into their communities.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)
Eoin Ó Broin: In terms of international best experience, can Mr. Gibney outline his view and the information he has on the impact of an over-reliance on borrowing in terms of investment in capital infrastructure? Will Mr. Gibney also talk to us a bit more about water poverty in terms of the way in which he believes water charges are directly linked to levels of water poverty in other EU member states?
- Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)
Eoin Ó Broin: I thank the witnesses for their submissions. I offer my apologies since I am one of a number of Deputies who have to leave for a meeting of the Joint Committee on Future Funding of Domestic Water Services at 11.30 a.m. The witnesses know the position of many of us on rent pressure zones. I am not going to rehearse that argument but I have specific questions for all three bodies...
- Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)
Eoin Ó Broin: In terms of the availability of the data, is it technologically possible to look at district electoral divisions, DEDs, or small areas? Is that something that can be done from the data sources available to the RTB and the Housing Agency?
- Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)
Eoin Ó Broin: I appreciate the answer but the only reason I ask is that in Waterford city, for example, there would be EDs which have a high concentration of rental properties on which the Department probably would have a sufficient amount of data but because they are surrounded by EDs and the LEA that have different rents, those areas are excluded. In some cases, anecdotal evidence suggests that their...
- Written Answers — Department of Housing, Planning, Community and Local Government: Rent Controls (21 Feb 2017)
Eoin Ó Broin: 247. To ask the Minister for Housing, Planning, Community and Local Government if the 4% rent limits included as the new rent pressure zones apply to the rental accommodation scheme, housing assistance payment, SCHEP lease and approved housing body tenancies. [8110/17]

[8401/17]
- Written Answers — Department of Health: Medicinal Products Regulation (21 Feb 2017)
Eoin Ó Broin: 397. To ask the Minister for Health the way and when the necessary regulations will be put in place with regard to the provision and regulation of medicinal cannabis for certain categories of patient; the categories of patients that the Government is seeking to make medicinal cannibals available to; when it is expected to be made available; and if he will provide any further information he...
- Written Answers — Department of Health: Autism Support Services (21 Feb 2017)
Eoin Ó Broin: 406. To ask the Minister for Health the number of children diagnosed with autism and other behavioural conditions such as ADHD and so on in the HSE community organisation 7 area that are on waiting lists for the early bird programme, Beechpark services, speech and language therapy and psychology and occupational therapy; and the average length of time these children will be waiting on lists...
- Questions on Promised Legislation (16 Feb 2017)
Eoin Ó Broin: Today, Focus Ireland published a report highlighting the fact that one in three renters is struggling to pay their rent. In December, the House passed the rent pressure zone legislation which currently covers 12 areas. Many struggling renters are not covered by the legislation and are at risk of losing their homes. Will the Government reconsider changing the criteria in the legislation to...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: One of the reasons Article 9.4 of the water framework directive is so contentious is it has become a central part of the public debate on whether discontinuing domestic water charges is a viable policy option. There have been newspaper articles arguing that if we abolish domestic water charges, we will face immediate and very substantial fines from the European Court of Justice and the...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: Yes, absolutely. It read: "On the basis of the information reported to the Commission, Ireland has not made use of Article 9(4)" in its first river basin management plan, as we know. It went on to state that should Ireland wish to rely on the provisions of Article 9.4 in its second river basin management plan, a justification would need to be provided in that plan, including drafts, in...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: That is not what the Commission stated in 2014. I ask Mr Ciobanu-Dordea to explain the change.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: I am sorry; I want to interject because this is very important and I want to provide clarity on where the inconsistency lies. If the Commission had been applying the principles it has been applying since 2016, the reply in 2014 would have stated Ireland could not invoke Article 9.4 because it had not included it in the 2009 river basin management plan and that, therefore, it no longer had...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: The Commission then shifted its position in 2016 and stated it was not an option and that Ireland would be in breach of the directive if it sought to do so at that stage.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)
Eoin Ó Broin: It is more explicit or more political?
