Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: I welcome the witnesses and thank them for the report. There are a huge amount of data in the report and in the appendices so I would suggest it would be circulated at midnight as it is going out to the press because it leaves us at a disadvantage in that we are commenting on something we have not seen until the next morning. However, that is just a minor issue. I want to pick up on the...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: Does the Irish Fiscal Advisory Council have a view on whether it is happening? Is it talking to the Department about this and does the council have a conclusion on what Mr. Casey has very reasonably outlined about the high intensity of the labour market in respect of those exports? Does the council have an opinion that this is what is happening or is it just a potential outcome?

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: I appreciate that.

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: Many people have said that the report has been scathing of the Government's budgetary policy. There is language in these reports that we have not seen in previous reports. The Irish Fiscal Advisory Council talks about non-realistic projections, a lack of prudence and repeating the mistakes of the past and it draws conclusions around the stamp duty issue and suggests that at that time it was...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: I have a question relating to health spending in particular. It was quite frustrating for us, as an Opposition party, when we were trying to get an estimate of the likely overrun in health. That overrun was not calculated by the Department of Health or the Department of Public Expenditure and Reform until days before the budget. They did not have the information. It was not that they were...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: Given that health spending is already €74 million above the existing Supplementary Estimate without factoring in the December figures, is it likely that we will need a further Supplementary Estimate?

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: I want to touch on corporation tax. Mr. Coffey referred to the sustainability of corporation tax out to 2020. The definition of sustainability probably goes beyond 24 months. Could Mr. Coffey elaborate on that? He answered a previous question by referring to a report from a number of years previously. If we can only predict that those revenues are likely to be maintained at the current...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: Mr. Coffey spoke about the advice of the Irish Fiscal Advisory Council being taken. The council has beaten the drum about medium-term projections since I can remember its reports coming out but there is stronger language in this instance. It states that the plans are not credible and it has highlighted all the different figures which it thinks are dubious. Nevertheless, it is engaging with...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: While there are many things I could talk about since there was so much in the report, I want to return to the health issue. The committee will be involved in a number of meetings which look at health and, flowing from the report, the health expenditure. We need to start getting this right. The council has made a number of suggestions in the report. One which I was not aware of was the...

Committee on Budgetary Oversight: Fiscal Assessment Report November 2018: Irish Fiscal Advisory Council (5 Dec 2018)

Pearse Doherty: Might I respond here? I think the Chairman's eyes say it all.

Ceisteanna Eile - Other Questions: Health Services Staff Remuneration (5 Dec 2018)

Pearse Doherty: 41. To ask the Minister for Health when pay will be restored for section 39 workers; and the full cost of this measure [49020/18]

Ceisteanna Eile - Other Questions: Health Services Staff Remuneration (5 Dec 2018)

Pearse Doherty: Cathain a bheidh pá oibrithe in eagraíochtaí section 39 curtha ar ais mar a bhí sé? When will pay be restored for section 39 workers and what will be the full cost of this measure? This issue has been discussed at length by my party colleague, Deputy Louise O'Reilly, my party leader, Deputy McDonald, and others. It is an issue of equality, in particular, for...

Ceisteanna Eile - Other Questions: Health Services Staff Remuneration (5 Dec 2018)

Pearse Doherty: The Minister gave dates and some indication of the cost. He referred to a figure of €1,000 in the context of pay restoration in April 2019 and an overall figure of €7.7 million. When will pay for employees who had their pay cut in line with public sector employees be completely restored and when is the end point for all section 39 workers, given the need to provide clarity for...

Ceisteanna Eile - Other Questions: Health Services Staff Remuneration (5 Dec 2018)

Pearse Doherty: I want to tease out the issue of the additional organisations and the number involved to see why we are in a situation where we have to wait until next year to quantify the number of additional employees not covered by the arrangement agreed to at the WRC. Will the Minister outline the organisations not included in the 50 organisations and indicate when we can expect pay restoration to...

Ceisteanna Eile - Other Questions: Respite Care Services (5 Dec 2018)

Pearse Doherty: I have been raising this issue for many months and it is connected to my previous question. The Seaview House service provided 316 hours of service in some weeks while in other weeks, service levels were down to 36 hours. There were six weeks last year in which the service did not operate at all and the people who are being caught out here are those who need the service. I have been given...

Ceisteanna Eile - Other Questions: Services for People with Disabilities (5 Dec 2018)

Pearse Doherty: I wish to focus on the number of places available for overnight respite. In CHO 1, which includes my county of Donegal, there was a cut of one third in the number of overnight facilities for respite between quarter 2 of 2017 and quarter 2 of 2018, amounting to 400 nights being taken out of the system. The Minister of State can talk about increases in budget, something we do not dispute, but...
