Eoin Ó Broin: Does that include the capital subventions as well?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)
Eoin Ó Broin: No, it is okay. I thank the witnesses for their answers so far. I have three questions. First, I wish to follow up on the Senator's question about the cost of pursual versus the cost of refunds. Clearly, that would not have been included in the original Irish Water business plan because nobody would have expected us to end up where we are. Has the Department started establishing costs?...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)
Eoin Ó Broin: That was not my question. My question was whether there have been discussions between the Department and Irish Water.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)
Eoin Ó Broin: That is fine.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)
Eoin Ó Broin: On this basis, an accurate figure for full subsidy of the schemes would be approximately €4.9 million annually. Clearly this is not a hard fact. It would be very useful if it were possible to have an indicative figure for our private deliberations next week. What is the ballpark figure for a 100% subsidy? While there has not been a demand for group water schemes until now, part of...

- Questions on Promised Legislation (21 Feb 2017)
Eoin Ó Broin: The programme for Government and the housing action plan of the Minister, Deputy Coveney, include commitments to strengthen tenants' rights. As the Taoiseach knows, the Residential Tenancies Act 2004 created what is now the Residential Tenancies Board which mediates in disputes between landlords and tenants when either side is not adhering to legal obligations. Local authority tenants are...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Eoin Ó Broin: This is relevant to the question. I will be very quick.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)
Eoin Ó Broin: I will be very quick. In the five years since the European Commission initiated enforcement proceedings against the Irish Government, the Government reduced expenditure on tackling that problem every year for five years. It is important that Deputy Heydon lets those people know the facts in terms of why raw sewage is being pumped into their communities.

Eoin Ó Broin: In terms of international best experience, can Mr. Gibney outline his view and the information he has on the impact of an over-reliance on borrowing in terms of investment in capital infrastructure? Will Mr. Gibney also talk to us a bit more about water poverty in terms of the way in which he believes water charges are directly linked to levels of water poverty in other EU member states?
- Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)
Eoin Ó Broin: I thank the witnesses for their submissions. I offer my apologies since I am one of a number of Deputies who have to leave for a meeting of the Joint Committee on Future Funding of Domestic Water Services at 11.30 a.m. The witnesses know the position of many of us on rent pressure zones. I am not going to rehearse that argument but I have specific questions for all three bodies...
