- Joint Oireachtas Committee on Health and Children: Update on Health Affairs: Discussion with Minister for Health and HSE (23 May 2013)
Robert Troy: Why are the most efficient hospitals being penalised? Activity is up in Mullingar but the money is down. When exactly will the eight new beds be open and at what cost? To be helpful to the Minister of State, Deputy Kathleen Lynch, yesterday the people were extremely appreciative of, and complimentary to, her. They said she was warm and engaging. I hope she is not paying for any...

- Joint Oireachtas Committee on Health and Children: Update on Health Affairs: Discussion with Minister for Health and HSE (23 May 2013)
Robert Troy: I refer to question No. 25. It stated that a realistic budget for 2013 was based on the level of activity in 2012. Was this based on the level of activity in 2012 that saw accident and emergency services and medical discharges increase by 7%? If so, why was the budget then reduced by €1.5 million? In the reply to the question, the HSE was unable to indicate what would be Mullingar...

- Joint Oireachtas Committee on Health and Children: Update on Health Affairs: Discussion with Minister for Health and HSE (23 May 2013)
Robert Troy: The Minister did indicate he would be willing to take any questions. He stated that "I and my ministerial colleagues will be happy to answer the committee's questions on these and [any] other issues" during the course of the meeting. I am merely taking the Minister at his word. I acknowledge the people of Roscommon also took him at his word, to their detriment.

Robert Troy: In light of the disturbing reports on child-care facilities raised by my party leader this morning, can the Tánaiste provide the House with a guarantee that the long-overdue priority legislation on the Children First guidelines and the child and family support agency will be dealt with in the current session? Robert Troy: Yesterday, many legal professionals at the Oireachtas Joint Committee on Health and Children raised a major issue of concern at the slow progress of the mental capacity and guardianship Bill. Will the Tánaiste advise the House when this Bill will be brought before the House? Are we any further on with regard to bringing the child and family support agency Bill before the House?
- Topical Issue Debate: Early Childhood Education (21 May 2013)
Robert Troy: I hope the Acting Chairman is as lenient. I will not delay matters. We all acknowledge that the participation rate in the free preschool year is very good at almost 100%. However, participation alone is not a measure of success. I am glad the Minister concurs with my point that we need a broader evaluation focused more on the children's outcomes rather than on compliance with regulations....
- Topical Issue Debate: Early Childhood Education (21 May 2013)
Robert Troy: I thank the Minister for attending. The topic of child care costs and, more specifically, the provision of the second preschool year has garnered a lot of coverage in recent weeks. The Minister, Deputy Quinn, suggested a second preschool year could be provided through a reduction in the funding of child benefit, a view which seems to be supported by the Ministers, Deputies Fitzgerald and...

Robert Troy: I will repeat a question I asked last week to which I did not receive a reply. Perhaps the legal professionals will be able to reply today. Does the inclusion of a separate head on deliberate self-harm create a rebuttable presumption that mental illness is a reason to carry out an abortion? On the capacity of a person to make an irrevocable decision, whether based on a state of mind or...
