Seanad: Order of Business (24 Oct 2017)

Máire Devine: I wish him, his family, his friends and his community the very best for the future. On Monday, Ireland was found to be in violation of European laws. The European Committee of Social Rights found that this violation was the sub-quality of much of our social housing stock. Ireland is in breach, therefore, of Article 16 of the European Social Charter, which is legally binding. In essence, it...

Seanad: Order of Business (19 Oct 2017)

Máire Devine: Me, too.

Seanad: Order of Business (19 Oct 2017)

Máire Devine: I also received one of those phone calls. I thought it was going to be a great surprise. I did not ring back. I just wondered where it came from. They must be making a fortune. They were pushing out calls all day yesterday. I wish to discuss the Irish League of Credit Unions, ILCU. There are 235 million credit union members worldwide, with 3.6 million in Ireland. Our credit unions...

Joint Oireachtas Committee on Future of Mental Health Care: Update on the Next Stages of the Review of A Vision for Change: Department of Health (19 Oct 2017)

Máire Devine: On a sombre note, I remind members why we are here. My colleague, Deputy Pat Buckley, has just taken his fourth call this week advising that a mother of four young girls has taken her life. That is the fourth one he has experienced in the local area. It is a stark reminder of why we are here. It is to prevent young girls having to grow up without a mother. We talked about resilience in...

Seanad: Coroners (Amendment) Bill 2016: Second Stage (18 Oct 2017)

Máire Devine: I second the Bill. It will open up the options afforded to the coroner to include iatrogenic suicide, or suicide as a direct result of the effects of medication. I appeal to the Minister to allow this to be the coroner's responsibility. Let coroners do their job. They are professionals and will make prudent decisions about unintended effects. Please allow the Bill to progress through the...

Seanad: Coroners (Amendment) Bill 2016: Second Stage (18 Oct 2017)

Máire Devine: It is a red herring.

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: Most of us will need to leave at 10 a.m to attend the presentation on the report of the Seanad Public Consultation Committee on children's mental health. I do not want to be rude and walk out in the middle of the delegates' contribution.

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: I do not wish to appear rude, but I will be leaving to attend the presentation on the report.

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: I apologise for missing the initial presentation. We were launching a children's mental health document, and after a lot of online abuse, children will be in need of it. An observation is we were very innocent when we started off with mobile phones and then Bebo came along. Does anyone remember Bebo? Then there was an explosion of communication possibilities. I give out about it because...

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: I want to expand on Deputy Chambers's point about social media as it relates to ongoing trials. I know the issue is a hot potato and it was flagged by cases such as the Jobstown trial. Would this matter be considered by the digital safety commissioner? The information might not necessarily be posted by the defendant but the influence on the trial may be considered positive or negative.

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: Okay.

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: It is a big battle you have to-----

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Máire Devine: It is my perspective.

Seanad: Order of Business (17 Oct 2017)

Máire Devine: On behalf of the Sinn Féin team, I extend condolences and sympathies to the families, friends, and communities of Fintan Goss in Louth, Clare O'Neill in Waterford and Michael Pyke in Tipperary, and on other tragic losses in the wake of the destructive Storm Ophelia. I also convey our thanks to the front-line workers, the fire and ambulance crews, the accident and emergency staff, the...

Seanad: Order of Business (17 Oct 2017)

Máire Devine: She is president.

Seanad: Commencement Matters: Mental Health Services Funding (12 Oct 2017)

Máire Devine: I will start by being frank. I want to be nice, positive and upbeat but there is very little to be nice, positive or upbeat about. I am absolutely shocked and appalled by the mental health budget for 2018 and groups in the sector are shocked and appalled, as are the mental health warriors. Not only has the Government fallen way short of the mark, it is attempting to cover up the failings...

Seanad: Commencement Matters: Mental Health Services Funding (12 Oct 2017)

Máire Devine: I thank the Minister of State. He referred to the significant funding provided in budget 2018 for mental health and a figure of €15 million. I do not believe that figure. There has been an increase of 1.7% and Minister of State said over several years the figure will be 28%. The increase for this year is a measly 1.7%. To clarify, €15 million was allocated last year and the...

Seanad: Order of Business (11 Oct 2017)

Máire Devine: I want to raise the funding of the Sláintecare programme. It was raised briefly by some Senators in the statements on the budget yesterday. I would like the Leader to give clarification on the health measures announced in the budget. I saw this morning that the Minister, Deputy Harris, tweeted about the Sláintecare report in reference to the budget. This is disingenuous as the...

Seanad: Order of Business (11 Oct 2017)

Máire Devine: So was the budget for health.

Seanad: Order of Business (11 Oct 2017)

Máire Devine: On a point of order, the Leader is going off on a tangent again.
