Eoin Ó Broin: I accept that but it was within a procurement framework set by the Department. The DRHE is not free to operate the procurement in whatever way it wants. The Department sets that framework. Is that correct?

Eoin Ó Broin: It is the case, without me naming organisations, that in that round of tenders in 2019, the trust was not the only organisation coming in below 50% of the actual cost of delivering services. In fact, a number of tenders were awarded at that time that, while not quite as low, were not far off it.
