- Written Answers — Department of Justice and Equality: Probate Applications (14 Feb 2024)
Louise O'Reilly: 256. - Select Committee on Jobs, Enterprise and Innovation: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Committee Stage (14 Feb 2024)
Louise O'Reilly: No. I have three amendments. I am happy to speak to them as we go along, if that is okay.
- Select Committee on Jobs, Enterprise and Innovation: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Committee Stage (14 Feb 2024)
Louise O'Reilly: I move amendment No. 1: In page 6, line 24, after “representatives” to insert “and employees’ recognised trade union”. I would also like to be associated with the kind remarks made earlier with regard to the recent bereavement suffered by our colleague, Richard, and his family. I apologise in advance if I have to go early as there is a Private Members'...
2: In page 6, between lines 24 and 25, to insert the following: “(b) by the insertion of the following subsection after subsection (1): “(1A) Where a European Works Council stands established pursuant to the Transnational Information and Consultation of Employees Act 1996 in relation to the employment in which it is proposed to create collective...
- Select Committee on Jobs, Enterprise and Innovation: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Committee Stage (14 Feb 2024)
Louise O'Reilly: The Minister of State talked about a level playing field, but there is not one at the moment because Irish representative groups through the EWCs do not have access to the State's machinery and they do in other jurisdictions. If the Minister of State is talking about levelling up the playing field then happy days, but he is talking about putting that on the long finger and it is not...

- Select Committee on Jobs, Enterprise and Innovation: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Committee Stage (14 Feb 2024)
Louise O'Reilly: On the basis of that clarification and pending the Minister of State's consulting the social partners, who I meet fairly regularly as well, I will withdraw the amendment. In the intervening time I will engage and I reserve the right to resubmit this on Report Stage.
3: In page 13, after line 32, to insert the following: “Amendment of Act of 2014 28.The Act of 2014 is amended by the insertion of the following sections after section 621: “Power of the Court to return assets which have been improperly transferred 621A. - Select Committee on Jobs, Enterprise and Innovation: Employment (Collective Redundancies and Miscellaneous Provisions) and Companies (Amendment) Bill 2023: Committee Stage (14 Feb 2024)
Louise O'Reilly: The Minister of State referenced the creation of two classes of employees. That exists already. There are already workers whose collective bargaining agreements, which might not have statutory underpinning, certainly have an impact at the level of the workplace. As I said, there is give and take. That already exists. If one is in a unionised employment, the chances are one has a...
- Written Answers — Department of Housing, Planning, and Local Government: Housing Schemes (13 Feb 2024)
Louise O'Reilly: 395. To ask the Minister for Housing, Planning, and Local Government if he is aware of the qualifying criteria for acceptance onto a cost rental scheme for two non-cohabiting adults with one child; if he can provide information on what can be used to verify that the couple are non-cohabiting adults, that is, an affidavit or similar; and if he will make a statement on the matter. [6244/24]
- Ceisteanna Eile - Other Questions: Business Supports (8 Feb 2024)
Louise O'Reilly: Just over 10% of the TBESS money was actually drawn down. I am not suggesting for a moment that it is an insignificant sum but there was a massive miscalculation on the part of the Government, either for the appetite for the scheme - I would contend that the appetite was most definitely there - or the capacity for small to medium enterprises to actually engage with the scheme. The...
- Ceisteanna Eile - Other Questions: Business Supports (8 Feb 2024)
Louise O'Reilly: The Minister referenced the service level agreements. In his response can he indicate when that is sought to be finalised? He referenced that discussions were ongoing. I welcome the acknowledgement from the Minister that the previous schemes - I assume he was referring to TBESS - were not taken up because of form-filling, bureaucracy and costs. I had heard the suggestion that small-...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (8 Feb 2024)
Louise O'Reilly: To be clear, the Minister's spokesperson said it would be published before the end of January and it was not. That is the reason for this question.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (8 Feb 2024)
Louise O'Reilly: It was not published. That is what the Minister's spokesperson said. I am not putting words into anyone's mouth. That is a fact. My concern today is on behalf of both workers and employers. The Minister will appreciate that while he says there is a sense of urgency, I asked a priority question on this back in 2021 and it is now 2024. I do not know if the Minister's version of urgent...
- Ceisteanna Eile - Other Questions: Business Supports (8 Feb 2024)

Louise O'Reilly: 3. To ask the Minister for Enterprise, Trade and Employment for an update on the WRC "code of practice" on remote working. [5571/24]
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (8 Feb 2024)
Louise O'Reilly: It was reported that the WRC intended to finalise the code of practice on remote working by 31 January. Clearly, that date has come and gone. We have not seen it as yet and it has not been published. I am looking for an update as to the status of the code and a date for publication. The Minister will be as aware, as I am, that both workers and employers are left in something of a limbo....
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (8 Feb 2024)
Louise O'Reilly: I thank the Minister for his reply. The current Taoiseach promised that the legal right would be delivered before he left his role as Minister for enterprise, so the Minister present might forgive me if I am a little bit sceptical about the Government's intention in this regard. The Minister says he wants to make remote working a feature. Remote working is a feature of work at the moment....
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Wage-setting Mechanisms (8 Feb 2024)
Louise O'Reilly: 1. To ask the Minister for Enterprise, Trade and Employment for an update on the action plan on collective bargaining coverage to be presented to the European Commission as part of its transposition of the EU directive on adequate minimum wages. [5921/24]
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Wage-setting Mechanisms (8 Feb 2024)
Louise O'Reilly: I ask the Minister for an update on the action plan on collective bargaining that will be presented to the European Commission as part of the transposition of the directive on adequate minimum wages. As I am sure the Minister is aware, this is something eagerly awaited by workers and employers alike.
