Kieran O'Donnell: The general intention is that the national planning statements would go out for public consultation, as is the case with section 28 guidelines but that is not on a statutory footing. It is done in practice. It is not in the current Planning and Development Act 2000. It is a positive measure that has been put in section 24(2).
