Order of Business (22 Oct 2013)

Robert Troy: Last night, the Fennessy family appeared on "Prime Time" pleading on their own behalf and that of five other families for the Minister for Children and Youth Affairs, Deputy Fitzgerald, to intervene in relation to Russian adoptions. What does the Government propose to do to resolve this matter? Will the Taoiseach commit today to amend the Adoption Act 2010? The National Vetting Bureau...

Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Child and Family Agency Bill 2013: Committee Stage (22 Oct 2013)

Robert Troy: Deputy Caoimhghín Ó Caoláin has outlined much of what lies behind the amendment. Including the word "all" in front of "families" is a reflection of the diversification of the family network in Ireland. It is no longer the conventional family of a mother, father and a number of children. The family home is made up of a different mixture, which is to be welcomed and...

Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Child and Family Agency Bill 2013: Committee Stage (22 Oct 2013)

Robert Troy: The Bill would benefit from a more explicit acknowledgment of the importance of educational welfare. The link between school non-attendance and child welfare concerns are well known. It is important to recognise that educational welfare services are a route for identifying other underlying child protection issues. Greater visibility of the issue of educational welfare would help for...

Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Child and Family Agency Bill 2013: Committee Stage (22 Oct 2013)

Robert Troy: It is as I suspected. We will make our points but there will be a counterargument for every amendment. It is important to explicitly acknowledge educational welfare in this section as a core attribute. The right to education is outlined in our Constitution and, accordingly, it should be acknowledged in this legislation. Would it make a material difference if this amendment were accepted?

Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Child and Family Agency Bill 2013: Committee Stage (22 Oct 2013)

Robert Troy: I appreciate that, but I am due to speak during Private Members' time later. It is very positive that we are here today. The expert group published a report in July 2012 and we have been waiting a long time for this day to come. We had a good discussion on the Bill on Second Stage prior to the summer recess. Many of the amendments I have submitted were drawn up in consultation with...

Cochlear Implants: Motion [Private Members] (17 Oct 2013)

Robert Troy: I welcome the opportunity to contribute to this extremely important debate on what is, as my colleague has just outlined, such a time sensitive issue. I am happy to support the motion and I compliment Sinn Féin on introducing it and ensuring there is a cross-party debate. I compliment the families involved in the Happy New Ear campaign who have ensured this item has been kept on the...

Cochlear Implants: Motion [Private Members] (17 Oct 2013)

Robert Troy: The past three budgets were regressive and targeted the sick, the vulnerable, those less well-off and those who were disproportionately unable to take any hits. If the Government had thought about introducing a 3% levy on the universal social charge for those earning more than €100,000 it would have yielded €170 million. Such a proposal was once advocated by the Labour Party....
