- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Éamon Ó Cuív: Can we drop the national designation? It seems for farmers there is pain but no gain.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Éamon Ó Cuív: There was a relevant court ruling in Brussels that took the Department hugely by surprise. It was ruled that the NHA restrictions stuck and that it was not just a matter for national governments. I am sure if the delegates check in the Department, they will find the relevant ruling. On that basis, it will be possible to get the NHAs in under the same thing as SPAs and SACs. My...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Éamon Ó Cuív: That was the excuse given for forcing people with bogland in NHAs to stop cutting turf. When we wanted to take this out, there was a European Court of Justice ruling that we could not do it under national legislation as European legislation did not permit it. European legislation cannot stop us doing something while also stating a person will not be paid. It is not fair.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Éamon Ó Cuív: This has been one of the more productive meetings. We have received more answers at this meeting that we did at many meetings with the Department. I am grateful for this as some issues have been clarified. Where issues have not been clarified, we look forward to having them clarified.
- Written Answers — Department of Agriculture, Food and the Marine: Equine Data (28 Apr 2015)
Éamon Ó Cuív: 169. To ask the Minister for Agriculture, Food and the Marine his plans to change the thoroughbred foal levy, which was introduced in March 2000 as a statutory instrument on all thoroughbred foals registered here, to a levy on sales of thoroughbreds rather than on the registration of foals, as this would be a more equitable way of raising funds; and if he will make a statement on the matter....
- Written Answers — Department of Agriculture, Food and the Marine: Disadvantaged Areas Scheme Applications (28 Apr 2015)
Éamon Ó Cuív: 177. To ask the Minister for Agriculture, Food and the Marine when payment will issue under the 2014 disadvantaged areas scheme in respect of a person (details supplied) in County Galway; the reason for the delay; and if he will make a statement on the matter. [16450/15]

[16547/15]
- Written Answers — Department of Communications, Energy and Natural Resources: Fisheries Protection (28 Apr 2015)
Éamon Ó Cuív: 447. [16548/15]
- Report on Land Use: Motion (24 Apr 2015)
Éamon Ó Cuív: In the past week, 2,000 farmers indicated they may consider joining the scheme. If one multiples this figure by four, one gets a figure of 8,000, although one would not expect a significant show of interest in the final week. Furthermore, only 10,000 people have gone as far as selecting actions and none of the applications has been approved yet. While it is fine to introduce these types of...
- Report on Land Use: Motion (24 Apr 2015)
Éamon Ó Cuív: I compliment the Chairman of the committee, Deputy Andrew Doyle, on the work he has done on this report and for leading the committee in producing yet another important report. What we are examining here will have implications way into the future. It is interesting to note the figures. A total of 66% of land usage is for farming, 16% is wetlands, 10% is forestry, 1.6% is settlements and...
- Other Questions: Island Communities (23 Apr 2015)
Éamon Ó Cuív: The Minister of State's answer is a marvellous job of obfuscation. Last year, the community development companies received €527,000. I refer to the companies, not SICAP or LCDP. Some €131,000 was given during the first three months of the year. Instead of transferring €397,000, the Minister's Department transferred €300,000 and nicked €97,000. Was a...
- Other Questions: Island Communities (23 Apr 2015)
Éamon Ó Cuív: Then do something.
- Other Questions: Island Communities (23 Apr 2015)
Éamon Ó Cuív: If the Minister of State would sit down with the managers of the development companies, they would tell her the situation is simple. Last year, they had €527,000 to run the companies. This year, it has been cut by €97,000 somewhere between the Minister of State transferring money from the Department of the Environment, Community and Local Government to the Department of Arts,...
- Other Questions: Island Communities (23 Apr 2015)
Éamon Ó Cuív: 9. To ask the Minister for Environment, Community and Local Government the amount of funding transferred to the Department of Arts, Heritage and the Gaeltacht for the provision of services on non-Gaeltacht islands by development companies; the reduction in this funding relative to the funding provided for the same period last year; the reason for this reduction; if an agreement was made with...
- Other Questions: Island Communities (23 Apr 2015)
Éamon Ó Cuív: Some eight non-Gaeltacht islands depend on funding from the Government for their community development companies that act as the development agencies and the interface with the State for the islanders on the islands. The money was transferred from the Department of the Environment, Community and Local Government to the Department of Arts, Heritage and the Gaeltacht. Somewhere in the...
- Ceisteanna - Questions - Priority Questions: Rural Development Programme (23 Apr 2015)
Éamon Ó Cuív: 10 o’clock I understand a judicial review has been sought in respect of the decision relating to the roll-out of the social inclusion and community activation programme in County Galway. Will the Minister of State clarify whether she will continue to provide interim funding to the existing companies for the duration of this judicial process? Are discussions taking place between...
- Ceisteanna - Questions - Priority Questions: Rural Development Programme (23 Apr 2015)
Éamon Ó Cuív: I understand that in a case such as this, discussions sometimes take place outside the legal process to resolve the issues at stake. In fact, cases are often sorted out on the steps of the court, even after enormous expenses have been incurred. In such cases, resolution is achieved by way of negotiation rather than through the legal process, the latter involving great expense for both...
- Ceisteanna - Questions - Priority Questions: Rural Development Programme (23 Apr 2015)
Éamon Ó Cuív: 4. To ask the Minister for Environment, Community and Local Government the progress made to date with the roll-out of the Leader programme and the social inclusion and community activation programme; and if he will make a statement on the matter. [15837/15]
- Ceisteanna - Questions - Priority Questions: Rural Development Programme (23 Apr 2015)
Éamon Ó Cuív: I wish to ask the Minister of State, Deputy Ann Phelan, when the social inclusion and community activation programme will be fully operational. What impact will the legal challenge to the way that programme was rolled out have on the progress of the programme? Can the Minister of State also say when she expects the full set of Leader companies to be chosen and operational? When does she...
