Could there be elements of universal design in an increasing number of dwellings, with a percentage having an even higher level of universal design? The two are not mutually incompatible.

Eoin Ó Broin: My suggestion around central government standards was not to replicate the reduction of standards in apartments. It was a recommendation for a central guideline for local authorities.
