Seán Ó Fearghaíl: Okay. I will ask the Minister to clarify on this occasion but let us be clear about the rules. The Minister may speak three times on an amendment that he has brought. The Minister has already spoken three times so we are breaching our own procedures now. However, to be of help to Members, which I will not be again, I will ask the Minister to respond briefly.
