Jerry Buttimer: If Deputy Fleming is saying, and I am a former school teacher, that a school principal, social worker, a public health nurse or local member of the Garda or a juvenile liaison officer does not have the confidence and the perception is why bother, that culture needs to be changed and we need to see that people on the ground have confidence.
