Financial Resolutions 2012: Financial Resolution No. 13: General (Resumed) (7 Dec 2011)

Dara Calleary: I will share my time with Deputies John Browne and Timmy Dooley. I welcome the Minister of State's announcement of the reintroduction of the sports capital programme. I know he has fought hard to achieve that and I look forward to fairness in its dispersal. I am sure he will not keep it all in Westport. In the past two days, we have been asked by the Government to measure the budget in...

Financial Resolutions 2012: Financial Resolution No. 13: General (Resumed) (7 Dec 2011)

Dara Calleary: What we need is a commitment to match the rhetoric. People talk about jobs and a budget that has been job creation proofed. Those who create jobs should be given some protection. There is no protection in the budget for them, in fact, they are paying the bills. The budget fails in so many areas in terms of fairness that one would need more than 30 minutes to go through it.

[38011/11]

Cross-Border Projects (1 Dec 2011)

Dara Calleary: I thank the Minister for his response. I agree with the phrases he used. The matter came up in the context of reports from the meeting of the Chief Constable and the Commissioner last Friday. Are other agencies and Ministers involved in working with the Minister, such as the Revenue Commissioners or customs? Do they have the similar strength of relationship the two police forces clearly...

Cross-Border Projects (1 Dec 2011)

Dara Calleary: In terms of future policy development, would the Minister consider a cross-Border version of the CAB? He is putting a lot of work into establishing it on a European wide basis. It strikes me that some of the individuals involved in crime need such attention. Perhaps under the auspices of the Good Friday Agreement we would be able to come up with some sort of body that would have CAB-style...

Departmental Funding (1 Dec 2011)

Dara Calleary: The Oireachtas Committee on Justice, Defence and Equality visited St. Patrick's Institution and Mountjoy Prison at the end of October. I take this opportunity to pay tribute to the governor of Mountjoy, Mr. Edward Whelan, and his staff for the transformation they have overseen in recent years. I am pleased this work will continue. However, there is a missed opportunity in the postponement...

Departmental Funding (1 Dec 2011)

Dara Calleary: Most of us are still thinking about 2012, never mind 2013. What the governor, Mr. Whelan, has done in Mountjoy shows what can be achieved with a modest expenditure, particularly in terms of simple measures relating to drugs and so on. The Minister mentioned in his reply that information technology upgrades will be necessary in order to implement the provisions of the Fines Act. When we were...

Judicial Appointments (1 Dec 2011)

Dara Calleary: I preface my remarks by saying that we are very fortunate in our Judiciary whose members are independent minded and independent in spirit. As I said on Tuesday evening when speaking on the Financial Emergency Measures in the Public Interest (Amendment) Bill, the Judiciary provides the checks and balances which both this House and any Government needs. However, there is undoubtedly a...
