Pat Gallagher: I see where Senator McCarthy is coming from regarding the insertion of the word "serious" before "offence" and "annoyance". I am advised by the Parliamentary Counsel that it does not lessen the seriousness of the offence in any way. Inserting the word "serious" would qualify both offence and annoyance and is not necessary.
